NEC yasema CHADEMA acheni Uchochezi

TUME ya Taifa ya Uchaguzi (NEC) imeionya Chadema kuacha kauli zake za kwamba, kuna njama za kuandaa karatasi za kupigakura za kuwezesha ushindi wa Rais Jakaya Kikwete, kwani zikiingia kwa watu wasioweza kuzichambua zinaweza kuleta hatari.

Onyo hilo la NEC linakuja baada ya Chadema kutangaza hadharani kwamba, kitengo chake cha usalama kimebaini njama za kuwepo mpango wa kutengeneza karatasi nje ya nchi ambazo zitasaidia kuchakachua matokeo ili Kikwete awe rais.

Akizungumza na gazeti hili ofisini kwake jijini Dar es Salaam jana Mwenyekiti wa NEC Jaji Lewis Makame, alisema tuhuma hizo ni za uongo na za kutungwa.

Kwa mujibu wa Jaji Makame, kama kungekuwa na mpango kama huo NEC isingeweza kuamua kupeleka karatasi hizo nje ya nchi kwa ajili ya kuchapishwa kwa usalama zaidi.

"Mimi nasema tuhuma  hizo ni za uongo kwani hazina ukweli wowote. Hivi inawezaje kuingia akilini tukafanye mpango kama huo nje ya nchi, si tungeweza kuamua kufanya hapa kwetu?" alihoji  Makame.

Mwenyekiti huyo alifafanua kwamba, kauli kama hizo zinaweza kuwa na hatari kama zitaingia kwenye akili za watu wasiojua kuchambua mambo na kubaini mbivu na mbichi.

"Sisi tutahakikisha Rais anayeshinda ni yule aliyechaguliwa na wananchi tu na si vinginevyo. Hatuwezi kukiuka matakwa ya wananchi," alisisitiza Jaji Makame.

Makame alisisitiza kwamba, kilichofanyika katika kuipata kampuni hiyo iliyopewa zabuni ni kutangazwa zabuni ya wazi kwa mujibu wa Sheria ya Manunuzi ya Umma.

Jaji Makame alisema kampuni hiyo, iliyopewa dhamana ya kuandaa karatasi hizo, haikuchaguliwa na CCM wala Rais Kikwete.

"Kampuni ilichaguliwa baada ya kufuatwa taratibu zote husika za zabuni, tulitangaza zabuni kwa mujibu wa sheria. Sasa kuanza kusema kuna mpango wa kuharibu matokeo kupitia ballot papers ni uongo mkubwa," alisisitiza.

Alisema NEC imejipanga kuhakikisha uchaguzi huo unakuwa huru na wa haki huku akisisitiza kwamba, tumekuwa tukituma vijana wetu mara kwa mara kuangalia mchakato huo kwa kampuni husika.

Jaji Makame aliweka bayana kwamba,  hatua hiyo ya kutuma vijana wake mara kwa mara ni kuona kama kazi iliyopangwa kufanywa kwa mujibu wa zabuni, inatekelezwa.

Alisema NEC ina dhamana na uchaguzi mkuu na kwamba mchakato mzima wa kuandaa karatasi za kupigiakura uko chini yao, hivyo kuhusisha taasisi nyingine ni hatari.

SUMMARY OF JOB
The Director / Principal has the final financial, staff and policy responsibility and authority in MS-TCDC. As such, the Principal plays an overall role in ensuring an adequate match between human and financial resources on the one hand and on the other hand existing and new tuition programme needs. ·          Directing the design and  delivery of diverse training programmes  and related obligations  in a changing institutional environment
·         Relating values and policies emerging from AAI DK to TCDC setting while responding to existing experience at MS-TCDC;
·         Maintaining cohesion among staff through collaboration with staff members and the trade union
·         Promoting cost-effectiveness and high levels of income-generation while responding to values and policy concerns of AAI DK and other users of the centre;
·         Enhancing the centre's outreach to wider groups of civil society organisations and their partners in Eastern and Southern Africa while locating MS-TCDC at the core of MSiS policy debates.

Why Slaa Could Win the Presidential Election

This is a sequel to my article on ‘Election Campaigns and Politics of Performance.’ Therein we looked at the power of performance. Now we look at the power of psychology and personality.

It is quite clear now that Dr. Wilbroad Slaa’s decision to run as a presidential candidate has tilted the balance of power.  Now the debate is no longer whether the ruling party’s candidate will get a landslide victory as in the previous election. Rather, it is how much of that victory will be cut.

To the more optimistic, who draws inspiration from the rise of Barack Obama to the presidency of the US against all odds, everything is possible. However, to the more cautious who have not forgotten how the then celebrated Augustine Mrema did not become the president in 1995, this is a delusional hype. ‘Yes Slaa Can’ is thus pitted against ‘No Slaa Cannot’ become president now.

Frankly, I am one of those sceptics and cynics who think it needs nothing short of a miracle for Slaa to win. But there is something in this election that is so different from previous elections. It is coming at a time when for a combination of reasons many more people have registered to vote.

So, it is difficult to have a situation, like the one we had in 1995, when one opposition party’s candidate blamed the massive crowds who attended his campaigns for his loss. Why? Simply because they could not and did not vote as they were not registered. This time the crowd matters.

As I said during the registration period, a number of people – including many youth – have registered not necessarily because they want(ed) to vote. All they – indeed we –  (need)ed was a card that will help one, particularly the unemployed, have a sense of identification when one has to open a bank account or, as a colleague alerted me recently, to register a sim card. It is in this regard that at 19,670, 631 – the official figure in the National Electoral Commission’s (NEC) permanent voter’s register – nearly half of the population is eligible to vote in this election.

Now, regardless of political parties’ weaknesses in data storage and processing, it is a well known statistical fact that, in terms of membership, the ruling party can hardly boast a quarter of that number. This implies that many of those who have registered, including myself, are the swing voters. We can swing either way in terms of the personality and policy of the candidate.

This is what happened in 2005 when the ruling party fielded a very attractive personality. It is now happening as one of the opposition parties has fielded a very influential personality. But that, in itself, is not enough to make Slaa overcome the strength or experience of the ruling party electioneering machinery. It is another factor, what I call a reverse bystander effect that can do.

In Social Psychology a ‘bystander effect’ happens when a number of people – the bystanders – in an emergency situation increases. This cause a diffusion of responsibility as they end up thinking that someone else will intervene. In such cases an emergency can simply pass on unattended to.

One can hardly claim it to be treason to state that in a way the country has been in a ‘state of emergency’. The war on grand corruption is too overwhelming. Its attendant impoverishment is unbearable. The voters are desperate for change. Slaa is indeed using this as his policy ace card.

What I am observing so far is some sort of a reverse bystander – or maybe I should call it ‘byvoter’ – effect. Increasingly people are deciding to vote for Slaa since they think most people will vote for the ruling party’s candidate anyway. Coupled with the massive voters’ awareness and election campaigns that are going on, it is possible that Slaa will win the presidential seat.

But, again, it is also quite possible that Slaa will be a ‘lame’ president since it is very likely that the ruling party will have majority seats in the parliament. Now I am not very sure how the Constitution is well prepared to deal with such likelihood. One thing I am very sure of: Such an eventuality will open a new chapter in Tanzania’s quest for democratic constitutional reform.

So Slaa may not become president. Yet his candidature is democratizing us. Either way he wins.

Columbia University ’s International Center for AIDS Care and Treatment Programs (ICAP) in Tanzania , works in partnership with the Ministries of Health and Social Welfare (MOHSW) in mainland and Zanzibar . ICAP Tanzania provides quality comprehensive family focused HIV Prevention, Care and Treatment services at 127 health facilities. The facilities involved include regional and district hospitals, health centers and dispensaries in Kagera, Kigoma, Pwani and Zanzibar . This program is part of a broader US Government HIV/AIDS initiative in Tanzania and receives funding from Centres for Disease Control Tanzania (CDC), PEPFAR and the support of the American People. A key aspect of the program is to build the capacity of the MOHSW, at the national and sub-national levels, and indigenous CBO/NGOs to manage HIV programs including financial, administrative, program management and technical advisory skills. The program has employed competent dynamic individuals with programmatic understanding, clinical background as well as public health management knowledge in implementing the program objectives.
 
Position Title:    Biomedical Engineer
 
Reports to:        Laboratory Advisor
 
Location:            Central office with field travel up to 70% of the time.
 
Overall Job Function:
The Candidate will be responsible in providing technical support under supervision of Laboratory Advisor to ensure smooth functioning of all laboratory equipments within health facilities supported by ICAP Tanzania in coordination with MOHSW. He will be responsible to oversee regular preventive maintanence according to specifications, and timely deal and report on any breakdown of laboratory equipment to ensure smooth operations of laboratory services to the health facilities.  
 
Principal duties and responsibilities:
·            Supervise laboratory equipments installations to all ICAP supported sites,
·            Repair of all equipment faults involving troubleshooting of problems,
·            Ensure regular maintenance of the equipments are done according to specifications,
·        Train and supervise the laboratory staff to do regular preventive maintenance (daily and monthly) and ensure that the maintenance culture is maintained,
·            Train the laboratory staff for calibration of small instruments like micropipptes,
·        Participate in training of new equipments and keeping up-date with the new developments in the field,
·        Respond to equipments technical querries and provide advise to laboratory technicians
·        Prepare monthly narrative report on progress of equipments status as requested by MOHSW and CDC, and
·        Perform any other laboratory related assignments as directed by supervisor.
 
 
Preferred Qualification and Skills
  • Degree or Advanced Diploma in Biomedical Engineering or Electrical Engineering with a added qualifications in medical equipments,
  • Proven working experience in installations and maintenance of laboratory equipments and analyzers,
  • Experience in maintaining the analyzers like: FACSCount, Sysmex, Pentra, Fully, Visual, Micros, Screen Master, Cell Dyne will be an advantage,
  • Working experience with donor funded projects dealing with HIV/AIDS care and treatment is desirable,
  • Ability to work independently with strong problem solving skills,
  • Fluent in English and Swahili with good verbal and written communication skills, and
  • Must be a Tanzania Resident.

Mambo hayawi kama tunavyodhani

Malaika wawili watembeaji walisimama usiku mmoja katika nyumba ya familia ya kitajiri. Familia ile ilikuwa na jeuri kubwa. Walikataa kuwaruhusu wale malaika kulala kwenye chumba chao cha wageni. Badala yake wale malaika walipewa kasehemu kadogo uchochoroni kweenye baridi chini ya nyumba ile ya familia ya kitajiri.

Wakati wanajiandaa kutandika kwenye sakafu ngumu kujiandaa kulala, malaika Mkubwa aliona kuna tundu ukutani wa sehemu ile na akaliziba. Malaika mdogo akauliza, “ kwa nini umeliziba tundu hilo wakati familia hiyo ni ya watu jeuri?” Malaika mkubwa akajibu: “Mambo siku zote hayawi kama tunavyo dhania”

Usiku ya pili wale malaika walikwenda kupumzika kwenye nyumba ya mtu masikini sana. Mtu huyo ni mkulima mwenye huruma sana, pamoja na mkewekewe . Baada ya kushirikiana chakula kidogo walichonacho, wale masikini waliwakaribisha chumbani kwao wale malaika ili wapate kupumzika vizuri usiku ule.

Wakati Jua lilipochomoza asubuhi ya pili yake, wale malaika walimuona yule mkulima masikini na mkewe wakitokwa machozi. Wakawauliza kulikoni? Wakajibu, “Ng'ombe wetu mmoja tu tulienae ambae maziwa yake ndio kipato pekee tunachokitegemea tumemkuta amekufa shambani.”

Yule malaika mdogo akakasirika na kumwuliza malaika mkubwa, “inakuwaje umeacha jambo hili litokee? Yule jamaa wa kwanza tuliyelala kwake alikuwa na kila kitu, bado akatunyima malzi na kutulaza nje kwenye baridi kali. Hata hivyo ulimsaidia kuziba tundu kwenye nyumba yake. Huyu jamaa wa pili ni mwenye kitu kidogo lakini alikubali kushirikiana nasi kila kitu. Lakini umemuachia ng’ombe wake ambaye ni tumaini lake afe. Kwa nini lakini umefanya hivi?”

Malaika mkubwa akajibu, “mambo siku zote huwa hayawi kama tunavyodhania. Tulipokaa nyumbani kwa yule tajiri, niliona kupitia lile tundu dhahabu nyingi sana chini ya nyumba ile. Kwa kuwa jamaa ni mjivuni na mwenye kiburi sana asiyetaka kujitolea kwa ajili ya wenzake, niliamua kuliziba ili asiione dhahabu hiyo.
