JOB CONTEXT: The main objective of Handicap International in Ethiopia is to ensure a controlled extension of the programme by consolidating and building on our capabilities and resources. At the geographical level, it will be important to consolidate our presence within Addis Ababa, Dire Dawa as well as in Somali Region as it is one of the poorest of the country. The CdB funded project aims partly at filling the gap in prosthesis and orthosis provision for refugees in the camps of Dollo Ado. Physical rehabilitation services in general and provision of prosthetics and orthotics in particular are scarce in the Somali National Regional State in the South-East of Ethiopia. The closest fully equipped workshop can only be found in Hawassa/Oromiya (12 hours car trip away from Filtu). This poses additional constraints to refugees as a special permit needs to be obtained to enable them to leave the Somali Region, which the Agency for Refugee and Returnee Affairs (ARRA, a governmental institution) provides only on rare occasions and after a long and complicated process. The workshop in Hawassa is part of the national programme of Cheshire Services Ethiopia, a local NGO. HI intends to collaborate with Cheshire to utilize existing structures to a maximum and to serve the disabled refugee population to the best extend.
JOB DESCRIPTION: The Prosthetist - Orthotist (P&O) will work under the direct supervision of the Technical Unit Coordinator. The P&O will be based in Hawassa but requiring frequent professional travels to Filtu and the refugee camps of Dollo Ado (approximately 100km away from the Somali boarder).
The general mission is to ensure the quality and the smooth running of P&O services.
Responsibility 1: Ensure the access to P&O services for patients in need of devices Activities: Patients assessment for casting, Production, fitting and delivery of P&O devises Setting up of HI stock in Hawassa and training/supervision of HI store keeper Procurement of necessary equipment, tools, materials, components and consumables required by the project in collaboration with the logistic team Contribute to establishment of outreach activities to ensure the patients follow up Defining work and travel schedules for project areas in collaboration with HI teams Develop relevant project documents and review existing forms respectively Setting up of filing systems and documentation systems to ensure the monitoring of beneficiaries
Responsibility 2: Training and capacity building of HI and partners team Activities: Set up required training for Hawassa rehabilitation team, Filtu hospital staff and HI staff Recruitment, training and supervision of bench workers
CANDIDATE PROFILE: • Prosthetist - Orthotist ISPO Category 1 • A minimum of 3 years working experience in P&O • Strong competencies in capacity building, training experiences, supervision and team work (animation and coaching) • Good interpersonal skills with people from different national and cultural backgrounds with sensitivity and diplomacy • Ability to live and work in hardship duty stations
REQUIRED LANGUAGE SKILLS: Good written and spoken English language
JOB ENVIRONMENT: The town of Hawassa offers services like restaurants, bars, food stores and sport facilities. Relationships with the locals are quite good. There is a small expatriate community and social life can be rich. Filtu instead is a small town with few basic local restaurants, serving basic local food. Few local stores offer only a limited choice of items, there is no expatriate community. Security: The expatriate has to strictly follow HI Ethiopia security rules at all times, especially in Filtu and Dollo Ado, where communication systems are poor and inter-clan conflicts and clashes between the Ethiopian army and extremists may arise. No specific issue in Hawassa. Living Conditions: Individual accommodation house in Hawassa possible, collective one in Filtu. In Dollo Ado based in the compound of the Rehabilitation and Development Organization (RaDO), HI's local implementing partner Couples: Allowed, but only in Hawassa.
EMPLOYMENT CONDITIONS: Salary: 1800 to 2200 € gross salary/month + 457 Euros net/month expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children Or Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children
