Prof Tibaijuka, Minister for Lands, Housing and Human Settlements Development in Tanzania is attending the UPU Congress as a Special UPU Ambassador for Addressing the World - An address for everyone.Hon. Prof. Tibaijuka urged the Conference that in absence of a correct address system creates a minor obstacle to development by preventing the urban poor from becoming part of the city, gaining access to housing, basic services and financial services, such as opening  a bank account or obtaining credit. The Ministrerial Conference Debate was hosted by David Foster of Al Jazeera English TV presenter, on the right.
