VACANCIES ANNOUNCEMENT

The Public Service Recruitment Secretariat was established in accordance with section No.29 (1) of the Public Service (Amendment) Act No.18 of 2007. One of the main functions of this organ is to advertise vacant posts occurring in the Public Service and conduct recruitment process.

On behalf of the Ministry of Finance (Institute of Rural Development Planning - IRDP) the Public Service Recruitment Secretariat invites qualified Tanzanians to fill vacant posts in various public institutions as shown below.

1.0 INSTITUTE OF RURAL DEVELOPMENT PLANNING DODOMA

The Institute of Rural Development Planning was established as a Corporate Body under
the Act of Parliament no. 8 of 1980 as a Higher Learning Institute providing Advanced
Training,  Research  and  Consultancy  services  in  the  fields  of  Rural  Development
Planning. The Institute is accredited by the National Council for Technical Education
(NACTE).

 

1.1     ASSISTANT LECTURER - 3 POSTS ( HUMAN RESOURCE PLANNING AND

MANAGEMENT)

1.1.1  DUTIES AND RESPONSIBILITIES

   Carrying out lectures, practical and assessment of students, performance;    Supervising projects and practical training for students;

   Conducting research and publications;

   Carrying consultancy and advisory services;

 

1.1.2  QUALIFICATIONS AND EXPERIENCE

   Masters Degree in the relevant Fields mentioned above with at least Upper
    
Second Class at Bachelor Degree

1.2   ADMISSION/EXAMINATION OFFICER II  - 3 POSTS

1.2.1  DUTIES AND RESPONSIBILITIES

    Responsible  for  matters  relating  to  admission  like  advertising,                                                                                        receiving

applications, processing and selection of candidates.

   Keeping of students records.

   Responsible for issuing student Identify Cards.

   Assisting  the  Registrar  in  all  matters  pertaining  to  examination  processing
    
administration, grading and keeping records.

   Any other duties assigned by his/her supervisor.

 

1.2.2  QUALIFICATIONS AND EXPERIENCE

   Bachelor Degree in Social Science or Education or equivalent qualifications.

1.3   ESTATE OFFICER II - 2 POSTS

1.3.1  DUTIES AND RESPONSIBILITIES
    
   Supervise maintenance works

   Prepare budgets for maintenance and work schedules.
   To perform any other duties assigned by his/her senior.

 

1.3.2  QUALIFICATIONS AND EXPERIENCE

   Bachelor Degree or Advanced Diploma in Estates Management, Environmental
     Engineering, Architecture, Building Economics, Civil Engineering and Land Use
     Management and Evaluation or related field from a recognized Institution.

1.4   HUMAN RESOURCES MANAGEMENT OFFICER II - 1 POST

1.4.1  DUTIES AND RESPONSIBILITIES

   To collect, analyse, tabulate and maintain personnel records and statistics.    To deal with general disciplinary matters for junior staff.
   To oversee the general cleanliness of office premises.
   To assist in the preparation of Human Resources development plans.
   To oversee the day to day smooth running of the Registries and typing pool.    Interpreting Scheme of Service.

   Any other duties as may be assigned by the relevant executive.

 

1.4.2  QUALIFICATIONS AND EXPERIENCE

   Bachelor   Degree   majoring   in   Human   Resources   Management,   Public
    
Administration, and Business Administration from recognized Institution.

1.5   SUPPLIES OFFICER II - 2 POSTS

1.5.1  DUTIES AND RESPONSIBILITIES
    
   Receiving the incoming stocks;
    
   Issuing of the outgoing stocks;
    
   To maintain proper stock records;

   To arranging the stocks in the proper locations;    To guide Stock Taking teams in the stock yards;    Identification of stocks and authorization of issues;    To assist in the stores accounting;

   Ensuring of proper storage of stocks;
   To ensure safety of the stocks;
   To assist in the infection of stocks;

   Controls the stock levels and initiation of orders;

   To perform any other duties assigned by his supervisor.

1.5.2  QUALIFICATIONS AND EXPERIENCE

   Bachelor Degree in Procurement and Supply Management, Materials
OR

   Advanced Diploma (NTA LEVEL 8) in Procurement and Supply Management,
    
Materials  Management  or  its  equivalent  from  recognized  Institutions  Plus  a
     Professional Stage III Certificate or its equivalent,

   Should have a three (3) years working experience in the similar post.

1.6   RECORDS MANAGEMENT ASSISTANT I - 1 POST

1.6.1  DUTIES AND RESPONSIBILITIES

   Registering the incoming mails

   Maintaining record of files for future action

   Addressing and dispatching of outgoing mails    Maintaining file movement book

   Monitoring movement of office furniture, equipments, and stationeries, as may be
    
directed by Supervisor.

 

1.6.2  QUALIFICATIONS AND EXPERIENCE

   Form IV/VI Secondary Education with Diploma in Records Management with at
     least three (3) years working experience in the same field plus ICT Skills

1.7   RECORDS MANAGEMENT ASSISTANT II - 2 POSTS

1.7.1  DUTIES AND RESPONSIBILITIES

   Receiving mail from different various place    Registering all incoming mail

   Filling  incoming  mails,  filing  indexing,  housing  files, maintaining  a  diary  and
    
Recording files

   Distributing files to scheduled officers

   Handling registration of mails, filing, indexing housing files, maintaining a diary and
    
recording files

   Ensuring correct distribution of files to scheduled officers for action

1.7.2  QUALIFICATIONS AND EXPERIENCE

   Form  IV/Vl  Certificate  of  Secondary  Education  with  Certificate  in  Records
     Management plus ICT skills

1.8   PERSONAL SECRETARY II - 2 POSTS

1.8.1  DUTIES AND RESPONSIBILITIES

   To type both open and confidential letters/matters;

   To receive all visitors with courtesy and decorum, ascertain the nature of the
    
visitor's business and relay information to the officer;

   To File minutes correspondence and other documents;

   To assume responsibility for ensuring that there is adequate efficiency in day-to-
    
day operation of office functions e.g. supply of stationery, cleanliness, decorum,
     dispatch and receipt of mail, messenger services and other related functions;
 
   To co-ordinate all office needs and requirements

   To take proper care of facilities, equipment and documents.

 

1.8.2  QUALIFICATIONS AND EXPERIENCE

   Form IV/VI with passes in English and Kiswahili, plus 100/120 w.p.m. short hand in
    
English or Kiswahili, 50 w.p.m typing speed, and who have passed tabulation and
     manuscript Stage III, Secretarial and office procedure Stage II and has completed
     a basic computer course, with application of basic computer programmes.

1.9   ARTISAN II - CARPENTRY  - 1 POST

1.9.1  DUTIES AND RESPONSIBILITIES

   Performing specified craft job under close supervision.

   Performing general cleanness of the workshop and its surrounding environment.    Taking care of machinery tools and equipment.

   Performing any other related duties as may be assigned by one's superior from
    
time to time.

1.9.2  QUALIFICATIONS AND EXPERIENCE

   Secondary School Education Certificate, Plus two years training leading to the
    
award of Trade Test Grade III in the field of carpentry with at least two years
    
working experience in related field.

1.10 COMPUTER TECHNICIAN  - 2 POSTS

1.10.1 DUTIES AND RESPONSIBILITIES

   Maintaining and up-dating anti-virus programmes.    Developing software for special use.

   Installing and customizing software in computers.

   To perform any other duties assigned by his/her supervisor

 

1.10.2 QUALIFICATIONS AND EXPERIENCE

   Diploma in computer technology from recognized Institution                                                                                              with                                                                                                 at                                                                                             least                                                                                            three

years working experience.

 

1.11 LIBRARY ASSISTANT II - 2 POSTS

1.11.1 DUTIES AND RESPONSIBILITIES

   To assist Librarians in cataloguing  books and periodicals    To assist readers with bibliographical  searches
   To perform library clerical duties

   Registration of readers

   To issue of books to readers
   To receive books from readers

   To perform any other duties assigned by the Head of Section.

 

1.11.2 QUALIFICATIONS AND EXPERIENCE

   Certificate in Library services recognized by Tanzania Library service.

1.12 STORES ASSISTANT II - 1 POST

DUTIES AND RESPONSIBILITIES

   To check transactions in stores accounting documents and registers.

   To receive and issue vouchers, delivery notes and invoices.

   To prepare purchase requisition upon approval by his/her supervise.    To perform Any other duties assigned by his/her supervisor

 

1.12.1 QUALIFICATIONS AND EXPERIENCE

   Certificates of a one year course in stores management recognized by National
     Board of Materials Management (NBMM) OR, Holder of ABE stage II. One of the
    
subjects passed MUST be store-keeping.

1.13 SENIOR OFFICE ATTENDANT - 1 POST

1.13.1 DUTIES AND RESPONSIBILITIES

   To assist in duplicating, photocopying, collecting and stapling materials.

   To prepare duty rosters as well as ensuring effective and efficient utilization of
    
junior staff;

   To report maintenance problems.

   To perform any other duties as may be assigned by the relevant authority.

   To assist in movement of files and documents and transmission of messages
    
within the Institutes offices.

 

1.13.2 QUALIFICATIONS AND EXPERIENCE

   Form IV Certificate holder who has attended basic induction course in office
    
management and has at least three (3) years of relevant working experience.

 

1.13.3 REMUNERATION

Attractive remuneration package in accordance with the Institution's Salary Scale POSS 8

 

1.14 SECURITY GUARD - 1 POST

1.14.1 DUTIES AND RESPONSIBILITIES

   Checks incoming and outgoing vehicles and visitors at main gate;
   Keeps watch on the area of works and IRDP surrounding;
   Reports any unusual movement in the terminal or office premises;
   Reports unauthorized entry into prohibited areas;

   Prepares day-to-day security reports;

   Assist in ensuring attendance of scheduled Security Guard;

   Performs any other duties as may be assigned by his superiors.

 

1.14.2 QUALIFICATIONS AND EXPERIENCE

   Form IV Certificate, with training in Militia Stage I or JKT training.

viii.   Presentation of forged academic certificates and other information  in the CV

will necessitate to legal action

ix.    Applicants for senior positions currently employed in the public service should

x.     Applicants for entry levels currently employed in the Public Service should
