Position Title: Head of Cluster Development
Reports to: Chief Executive Officer
Salary Grade: 3
Key purpose:
  • To lead Work stream 1 (Partnership and Cluster Development): to guide, facilitate, and monitor effective engagement of SAGCOT partners at the corridor- and cluster-level, including through cluster planning and partner engagement
  • To lead Work stream 4 (Effective Monitoring and Evaluation): to oversee monitoring and evaluation activities at the individual partnership, cluster, corridor and SAGCOT Centre levels.
Duties and Responsibilities
  • To assist the Chief Executive Officer in the successful pursuit of the Centre's Vision, Mission, and goals and objectives of Strategic Plan, and in fulfilling functions of the Centre
  • To lead the preparation and promote the implementation of cluster development plans, including:
    i. Identification of priority policy and infrastructure issues and bottlenecks standing in the way of achieving the SAGCOT objectives
    ii. Identification of opportunities to link smallholder, emergent farmers, and SMEs to agricultural value chains
    iii. Identification of opportunities to attract additional green and inclusive agribusiness investment projects
    iv. Identify potential synergies in existing and potential SAGCOT Partner activities, and strategies to increase the competitiveness of agricultural value chains
    v. Identification of emerging or potential environmental and social risks and issues
  • To devise and implement appropriate strategies for engaging existing and potential partners and investors, including government regional and district level officials, towards the implementation of cluster development plans
  • To facilitate and monitor SAGCOT Partner activities in the corridor, including through regular partnership and cluster meetings
  • To collect and disseminate information on:
    i. Small, large and emergent farming activities and opportunities in the corridor and clusters
    ii. transport Relevant agri-business, agro-processing, input and output trading, value addition, and other activities and opportunities in the corridor and clusters
    iii. Civil society and government / development partner activities
    iv. Available finances for farmers and agri-businesses
  • To lead the preparation of quarterly and annual M&E reports for the SAGCOT Centre
  • To oversee regular analyses of individual partnerships and the implementation of impact assessments in the corridor
  • To document progress, successes and challenges in the implementation of the SAGCOT vision at the corridor-level and contribute to the preparation of the SAGCOT Annual Progress Report
  • To undertake any other duties as assigned by the Chief Executive Officer
Minimum Qualifications: Master degree in any of the following fields: Agricultural Economics, Agribusiness, Agriculture (general), Food Science and Technology, Agricultural Engineering, Business Administration or Finance
Minimum Experience: Possession of at least six (6) years work experience in any of the above fields and knowledge and familiarity of agricultural, agribusiness and commercial agriculture value chains.

  • Correct Correct interpretation and application of the SAGCOT Centre's mandate and strategic objectives
  • Strong leadership, coordination, networking and problem solving skills
  • Affinity to policy and enabling environment bottlenecks affecting agriculture value chains
  • Proven experience to manage complex projects in a time conscious manner
  • Ability to deal with multiple partners/stakeholders and grasp and articulate issues quickly
  • Strong communication and relationship management skills
  • Ability to prioritize competing demands and work in a professional team
  • Professional writing and oral skills in English is a requirement. Oral and written skills in Swahili are preferred
