Norwegian Refugee Council IT Adviser - South Sudan


The Norwegian Refugee Council (NRC) has been operational in Sudan since 2004 and South Sudan providing assistance to IDPs, returnees, refugees and host communities in areas of significant return. NRC currently operates an integrated programme focused on four out of NRC's usual five core competencies: Education, Shelter, Food Security and Information, Counselling and Legal Assistance (ICLA). The NRC South Sudan programme is implemented in Warrap, Northern Bahr el Gazal and Central Equatoria states. NRC is also exploring the possibility of further expansion into Upper Nile State late 2012/ early 2013.
NRC is now seeking an IT Adviser who will be responsible for setting up strong ICT systems for the South Sudan country programme including ICT security, internal office networks and standard electronic filing systems in accordance with NRC policies and guidelines.

Job description ■Ensure that all PC equipment runs licensed software, is virus / malware free and its capacity is well utilised ■Recruit, train and support national staff and IT focal points within project and support sections ■Map the IT training needs in the South Sudan programme and identify training packages and where possible providers to cover those ■Ensure that the ICT systems are used in accordance with the NRC Code of Conduct and ICT Policy ■Establish robust and appropriate electronic networks and shared filing systems, develop rules for their use ■Suggest and implement back-up routines, and procedures/ policies for a more cost-effective IT system ■Review current level of in-house IT support and assess local outsourcing possibilities for IT maintenance as an alternative to in-house support ■Review current internet usage routines and hardware configuration (routers etc), suggest and implement improvements for maximised bandwidth use and appropriate controls on internet use ■Supervise all IT technology purchases in South Sudan and establish purchase standards for the procurement department ■Establish standards for in-country formatting and configuration of all computers ■Support other departments in developing and/or maintaining their IT-based tools ■Prepare a final report outlining key recommendations for the country programme regarding IT infrastructure, use of IT related assets, IT support/ personnel recommendations and any other relevant information

Qualifications ■At least 5 years of experience in IT including technical support, and network management ■Experience working in the humanitarian field / complex emergencies, and in countries with poor infrastructure and very limited IT knowledge ■Excellent skills/experience in and commitment to training and capacity building of staff ■Strong inter-personal and communication skills, flexibility and service-oriented approach to problem solving ■English fluency

We offer ■Commencement: November 2012 ■Contract period: 6 months ■Salary/benefits: According to NRC's general directions and free housing of moderate standard. Please note that tax fees may occur for some countries. ■Duty station: Juba, South Sudan is a 'non-family duty station'. Due to the nature of this position, the successful candidate will be required to travel extensively to the field offices of Aweil and Alek. Recreational and social facilities are limited, and shared accommodation is provided in the NRC Compounds of Aweil, Alek and Juba.
