Our Client who is dealing with the provision of social services globally for improving quality of lives is developing a program to improve nutrition interventions in Tanzania. The program will respond to Maternal and Child Health nutrition needs in addition to creating a national coordinated response to improving nutrition in Tanzania. The regions for implementation will be Dodoma, Manyara and Morogoro. 

The Applicants must possess computer/word processing, spreadsheets and data base skills and should be capable of working with people of different national and cultural backgrounds, have a high degree of integrity and are fluent in both written and spoken Kiswahili and English.

Excellent writing and presentation skills are required in all program management posts. 

PROJECT DIRECTOR (PD) 

Position Summary: 


This position will report to the Country Director and will lead the coordination and implementation of the program. The Project Director will provide overall strategic leadership for the program, managing the project staff, partners and technical staff at field sub offices, country office, and HQ offices. The Project Director will promote partnerships between, the Project, Government Ministries and other Nutrition Stakeholders through collaborative research and documentation of quantitative and qualitative information on experiences and lessons learned from the implementation of the program. 

Responsibilities 
• Overseeing , managing and supervising all project activities to maintain high level of quality control over all program functions; 
• Holding and/or attending meetings with the client, Government of Tanzania, donor and other key stakeholders; 
• Supervising and monitoring performance of Project operations, activities and staff; 
• Ensuring proper financial management including budget revision and monitoring of expenditures; 
• Supervising technical specialists and consultants engaged on sub-contract basis. 

Key Qualifications, experience and competences will include: 
• Masters degree in Nutrition, Development Studies, M.A Sociology or any other relevantsocial science degree at postgraduate level. 
• At least five(10) years experience at a senior management level with increasing responsibility five (5) of which should be working with International NGOs 
• Expert in community engagement/mobilization and capacity building processes 
• Expert in Nutrition Programs 
• Project management and budget oversight 
• Energetic and Diplomatic team player with experience of working with government institutions, civil society organizations and community partners. 


DEPUTY DIRECTOR- INSTITUTIONAL STRENGTHENING (DDIS) 


Position Summary: 
The position will report to the Project Director on the coordination and capacity building component of the program. The Deputy Director will promote partnerships between the project, government ministries and other Nutrition Stakeholders. The Deputy Director will further develop the capacity of the institutions involved in the program. 

Responsibilities: 

• Assisting the Program Director in providing technical support and capacity building to staff and to implementing partner NGOs and CBOs. 
• Assisting the Program Director in Managing contracts with implementing partners, including non-government organizations (NGOs) and community-based organizations (CBOs). 
• Developing and sustaining partnerships with international and local organizations to leverage and enhance technical and financial resources to maximize the impact of this initiative. 
• Supervising of Technical Assistance for institutional capacity building 
• Overseeing all training plans and annual calendars. 

Key Qualifications, experience and competences will include: 
• Masters degree in Nutrition, Development Studies, M.A Sociology, Public health, or any other relevant social science degree at postgraduate level. 
• At least 5 years of relevant experience in a progressively senior capacity. 
• Experience (preferably Program Director or equivalent) with at least ($5 million per annum) complex, donor-funded projects in developing countries. 
• Demonstrated capacity to meet project goals and objectives and donor requirements, and to manage complex activities involving coordination with multiple program partner institutions. 
• Strong donor project management experience, and demonstrated knowledge, understanding and experience with US government grant regulations and financial reporting requirements. 
• Must be financially disciplined with excellent track record in the financial and technical management of community development projects 
• Experience in institutional capacity building for Tanzania local and indigenous institutions; 
• Experience in curriculum development and training 

DEPUTY DIRECTOR FOR PROJECT IMPLEMENTATION ( DDPI ) 

Position 
The position will report to the Project Director on the implementation of the program. The Project Implementation Deputy Director will provide overall strategic leadership for the program, managing the project staff, partners and technical staff at field sub offices, and Country Office. 

Responsibilities 
• Assisting the Program Director in management and implementation of program in country, to include: developing implementation plans, annual action plans and budgets, and timely and appropriate reprogramming. 
• Assisting the Program Director by providing technical leadership related to nutrition behavior change and district – community- level programming for all areas of nutrition, but in particular maternal nutrition and micronutrients with a special attention to anemia prevention in women. 
• Assisting the Program Director to ensure adherence to donor and project policies and procedures in areas such as recruitment, personnel, procurement, travel, financial management. 
• Development of the technical assistance plans and supervision of Technical Assistance for program implementation 

Key Qualifications, experience and competences will include: 
• Experience in institutional capacity building for Tanzania local and indigenous institutions; 
• Experience in leading the technical portfolio of a major donor program in Tanzania for at least 5 years that has documented program impact. 
• A minimum of 10 years of nutrition program experience, with demonstrated experience at the district level or below as well as at national level. 
• Experience in supervising or supporting field implementation of a nutrition program. 
• Experience in working collaboratively and successfully with a variety of the key nutrition stakeholders in Tanzania. 
• Demonstrated understanding of nutrition indicators. 


OPERATIONAL RESEARCH AND M & E SPECIALIST (ORME) 

Position Summary: 
This position will report to the Project Director, leading the Research, Monitoring & Evaluation Unit for the program. The Operational Research and M&E (OR/ M&E) Specialist will provide overall strategic leadership for performance monitoring, evaluation, management information systems, and information dissemination required by the program and function in a coordination role to ensure the successful implementation of the operations research strategy. The OR/M&E Specialist will work in collaboration with project staff, partners, and technical staff at field sub offices, country office, and the Project headquarters Office. The Specialist will manage M&E staff and short-term operations research hires (such as enumerators, data analysts, etc). 

Responsibilities 

• Finalizing and implementing the project's results-based M&E plan 
• Developing with the project team an Operation research agenda and full vet the agenda with the client and stakeholders. 
• Managing Monitoring & Evaluation and operation & research data, including ensuring data quality control, sufficient management information systems among partners 
• Supporting lead researchers on conducting operational research as needed, for example through the following illustrative tasks: 
o Design of survey questionnaires and other survey tools 
o Development of data collection protocols 
o Data analysis 
o Literature reviews 
o Management of Operational research budget 
• Managing and continuously updating the information dissemination strategy to ensure lessons learned are integrated into the program 
• Producing required reporting-related documents, as stipulated by the grant terms, and other knowledge/learning materials, as required by the information dissemination strategy and/or as requested by the Project Director 

Key Qualifications, experience and competences will include: 
• Degree in a field related to development and/or management 
• Masters degree is an added advantage 
• Experience in quantitative field research 
• In depth knowledge in nutrition indicators 
• At least five years of proven experience with: 
o The logical framework approach and other strategic planning approaches; 
o M&E methods and approaches (including quantitative, qualitative and participatory); 
o Planning and implementation of M&E systems; 
o Monitoring & Evaluation related training; 
o Facilitating learning-oriented analysis sessions of Monitoring & Evaluation data with multiple stakeholders; 
o Data management, processing, and analysis; and 
o Report writing 
• Excellent management skills 
• Ability to organize and train staff 
• Familiarity with operations research and required methodologies 
• Good contextual knowledge of local issues, community priorities, organizational relationships, social and cultural constraints and realities, and environmental conditions 
• A solid understanding of rural development, with a focus on participatory processes, joint management, and gender issues 
• Familiarity with and a supportive attitude towards processes of strengthening local organizations and building local capacities for self-management 
• Willingness to undertake regular field visits and interact with different stakeholders, especially primary stakeholders 

DIRECTOR OF FINANCE ( DF ) 

Position Summary: 
The position will report to the Project Director. The Director of Finance will be responsible for overseeing the administrative and financial management of the program. leading coordination and implementation of the program, as well ensuring compliance with donor conditions and regulations at country office. 

Responsibilities 

• Supervising and coordinating the finances of the program offices. 
• Developing and maintaining budgetary controls of expenses, in consultation with Program Representative and Programs staff. 
• Complying with donor conditions and regulations at country office level and field level while implementing projects/programme and production of necessary reports 
• Assisting the management in developing reporting tools of and building capacities of local sub grants 
• Reviewing financial reports. 
• Carrying out a key role in the internal audit of the program. 

Key Qualifications, experience and competences will include: 
• Must hold a Masters degree in Business Administration, Finance or related field with full professional accounting qualifications such as CPA (T)/ACCA. 
• Must be registered by the National Board of Accountants and Auditors as Authorized Accountant/Auditor. 
• At least ten (10) years experience of which five (5) years as a Finance Manager or a Senior Accountant, 
• Experience with an NGO will be an added advantage.
