Senior Project Accountant Ministry of Finance, Liberia


Road Assets Management Project 

TITLE : Consultant Services: Recruitment of a Senior Project Accountant 

1. The Government of Liberia has received a loan from the International Development Association (IDA) and the Liberia Reconstruction Trust Fund (LRTF) and intends to apply part of the proceeds of this loan to payments under the contract for Consultant Services – Individual (Senior Project Accountant) for the Project Financial Management Unit (PFMU) within the Ministry of Finance.

2. The Services Include:

i. Maintaining and updating all accounting records in line with the approved accounting standards and in line with the regulations of the World Bank and other donors;

ii. Reviewing and processing requests for payments received from the special Implementing Units of the projects to ensure consistency with contract terms and procedures of the World Bank, AFDB and other donors;

iii. Preparing the annual budget for each of the Projects being implemented through the PFMU;

iv. Preparing and submitting Withdrawal Applications to the World Bank, and other donors to ensure that the projects have funds for operation at all times;

v. Maintaining an adequate record system for the accounting office to ensure that sufficient and adequate records are kept for all transactions paid for by the PFMU;

vi. Based on the Project documents set up an adequate chart of accounts and coding system that will be comprehensive to ensure that all expenditure incurred by the projects are adequately captured and reported upon;

vii. Maintaining and operating the designated bank account, sign checks for approved payments and prepare monthly Bank Reconciliation Statements for all the Bank accounts;

viii. Preparing and rendering periodic reports and financial statements as per the reporting requirements of the donors and the Government;

ix. Ensuring strict adherence to the Financial Procedures Manual and update it on a regular basis;

x. Assisting in the customization of SUN Accounting Software for the Projects' use. The computerized system should be capable of capturing all the project expenditures generating the required reports for the different projects;

xi. Training the PFMU staff in donor related disbursement procedures, preparation of financial reports and SUN Accounting software;

xii. Shall report to the Unit the Unit Manager of the PFMU and attend to any work assigned by the Unit Manager.

xiii. Liaise with the Project Implementation Units, internal and external auditors and follow up on any audit queries and PFMU correspondence.

3. The Project Financial Management Unit, acting on behalf of the Ministry of Finance now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services. The following are the requisite skills and competencies required for the Senior Project Accountant:

Compulsory Qualification and Experience:

a) Be a Qualified Chartered Accountant and should be in good standing with a professional accountancy body (CA, CPA, ACCA, CIMA or its equivalent);

b) Have a Master's degree in Accounting, Business Administration, Management or Economics;

c) Have the ability to install, customize and use Sun Systems Software and Vision Application Tool;

d) Excellent interpersonal skills;

e) Having competence in the area of MS Word, MS Excel, MS Access and MS PowerPoint;

f) Ability to install, customize and use Sun Systems Software and Vision Application Tool;

g) Excellent interpersonal skills;

h) Good and written communication skills in English;

i) Have at least ten (10) years of relevant working experience in the field of Accounting/Finance;

j) Have at least three (3) years specific experience in managing and accounting for donor funded projects especially World Bank projects in a developing country, preferably post conflict environment.

4. Successful consultants shall:

a) Prepare and distribute all required IFRs within 45 days after the close of the quarter;

b) Prepare Quarterly IFR, seeks its approval and circulate it by close of the 45 days after end of the quarter;

c) Prepare and distribute a progress report at the end of each year for renewal of the contract and also the terminal report shall be tied to the final payment;

d) Be monitored on a quarterly basis and evaluated annually on the basis of the employee Dialogue Form and the ToR which will constitute the Consultant Contract;

e) Be assessed annually on the basis of the Disbursements, Quarterly Reports, and Annual report. He/she will be required to complete a self assessment form which will be reviewed by the Head of PFMU in this case the Unit Manager and the Ministry of Finance performance assessment panel, The panel annual performance assessment review report will be produced and submitted to the Deputy Minister for Administration to complete the process.

5. A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 and (revised October 2006) and May 2010.
