PSI Director of Finance, Democratic OF Republic of Congo



PSI, working through the affiliate ASF, seeks experienced, dynamic candidates for the position of Director of Finances ( DF) for its office in the Democratic Republic of Congo (DRC). The DF will be responsible for supervising all accounting financial services, including budgeting, accounting, cash flow and Information Technology. PSI/ASF is the principle recipient for a significant GF malaria grant and multiple projects funded by a variety of donors including the Global Fund (GF), USAID, DFID and others. The DF will also be expected to support the CR in successfully preparing the DRC for Lawson roll-out, both in its main office in Kinshasa, as well as in its 8 provincial offices. DF priorities will include ensuring that PSI/ASF is in full compliance with PSI policies, DRC tax, and US anti-corruption laws. The DF is a senior member of the management team and will be expected to play a full part in the general management of the organization. Note that PSI/ASF has 8 provincial offices and decentralization is a government priority. The position is based in Kinshasa, DRC, and reports to the Country Representative. To start in summer 2013.
RESPONSIBILITIES:
Specific responsibilities will include, but not be limited to, the following: • Supervise the financial operations at both national and provincial levels, including advances, payments, reconciliations, accounting, petty cash, and banking. Provide technical support to the development of an internal training program to provide programmatic colleagues with appropriate knowledge of PSI/ASF's financial and control systems. • Analyze and update the internal fixed costs budget at the national and provincial levels and as rolled up to country level. Determine an appropriate basis for allocation of shared costs. Allocate project budgets and supervise implementation of budget lines dedicated to support costs and salary. • Prepare a plan for recurring investment in equipment, vehicles, and general staff development and ensure that appropriate levels of investment are incorporated into each proposal budget. • Ensure that the IT system is functioning at the national level and has in place an appropriate management system for backing up files as well as protection from viruses and hacking. Ensure that all software programs are legally licensed. Evaluate and upgrade field level IT, including internet connections. • Supervise the roll-out of Lawson software at the national and provincial levels. • Standardize transparent fleet and generator management procedures at a national level, ensuring efficiency and safety. • Assist CR in the development of constructive external relations with tax and customs authorities, immigration, and the Ministries of Plan and Foreign Affairs.
• Recruit, train, and supervise personnel as needed to provide efficient financial support services within PSI/ASF budgetary and strategic framework; • Implement and strengthen organizational policies, procedures and systems, particularly as concerns rational use of resources and forward planning at both the national and provincial levels; • Review donor invoices and financial reports in collaboration with the Deputy country rep for programming;
• Assist the CR with other duties as necessary.
QUALIFICATIONS: • Significant experience in financial management of large multiple donor funded programs, managed through multiple offices; • Relevant post-graduate degree (MBA, MIM, etc.) or equivalent in related field; • In-depth knowledge of management in challenging environments; • Exceptional diplomatic skills; team-building experience in a developing country; • Analytical and determined to identify and deal with root causes of problems • Familiarity with Global Fund, USAID, DFID, F and the international donor community; • Knowledge of PSI systems and procedures an advantage; • Minimum five years management experience in a developing country; • Experience in managing in a conflict or post-conflict environment an advantage; • Excellent written and oral communication skills, in both French and English; • Experience with working in highly demanding/pressing environment
