SUMMARY: Counterpart International is currently seeking a Deputy Chief of Party (DCOP) for an anticipated 5-year, $18.4 million Strengthening Institutions for Peace & Development II (SIPED II) Program in Ethiopia. The program aims to provide tools of peace building and accountable governance to increase the resiliency of households, communities and governing institutions to conflict. The DCOP will support the Chief of Party in overall project responsibilities, specifically in developing program strategies, planning and implementation of program activities while ensuring cohesion among the program components, providing technical support, staff management and development, and reporting to the donor. *This position is contingent upon funding.
DUTIES AND RESPONSIBILITIES: Through close collaboration with the COP, the DCOP will: •Manage day-to-day operations of a USAID-funded peace building and natural resource management program. •Oversee the identification of additional internal and external resources (e.g. consultants, training materials, books) to support program implementation as needed. •Guide and ensure the highest quality of project monitoring, evaluation, reporting and communications. •Assist the COP in the Coordination of activities between office in Ethiopia and Washington D.C. headquarters. •Ensure effective integration of program implementation among partner organizations. •Other duties as assigned.
REQUIREMENTS: •A minimum of 5-7 years relevant experience in managing similar civil society programs in complex environments in a senior management position. •Master's Degree in Management, Political Science, International Development, Conflict Resolution or a relevant field of study. •Technical experience in several of the following areas: peace building, conflict mitigation, community engagement, local governance and/or natural resource management. •Demonstrated understanding of USAID rules and regulations and mandatory reporting requirements. •Experience managing USAID programs with sub-grants is highly desired. •Previous experience working in Ethiopia or the East African region is strongly preferred. •Demonstrated knowledge of natural resource management, community participation, local governance, gender and youth. •Demonstrated management capability, including experience in managing 'needs based' technical assistance and grants programs, monitoring and evaluation, working with counterparts and multiple stakeholders. •Strong presentation and communications skills, including interpersonal and well-written and oral English •English fluency required. Fluency in Amharic preferred. •Natives of Ethiopia are strongly encouraged to apply.
