CARE South Sudan is looking for a suitable candidate to fill the position of Assistant Initiative Program Manager, which will be based in Panyagor, Twic East County, Jonglie State, and South Sudan.
JOB SUMMARY
The Assistant Program Initiative manager (APIM) will be the immediate deputy to the Program Manager and will majorly lead a team of Hygiene and Sanitation Officers that will address the sanitation, hygiene and water point maintenance issues in program target areas. This team will work very closely with local authorities and other Community Based Organization (CBO) to ensure effective planning, implementation, monitoring and evaluation of all WATSAN interventions with close collaboration with other project in CARE jonglei program.
Under the supervision of the Program manger, the incumbent will work as a team with other in the sector to ensure the program's vision and mission are realized, and this will involve assistant in cross-cutting aspect of the program which include both hardware and software component.
SCOPE OF WORK
§ Under the guidance of the PM, the incumbent will asses the water supply and sanitation needs of the beneficiary communities
§ On the basis of these assessment to design appropriate system to meet people's basic public health needs.
§ To work in close collaboration with other parts of the WATSAN team, other CARE project and other stakeholders
§ To supervise and coordinate the work plans of hygiene and sanitation project Officer
§ To ensure that sustainable system are set in place for longer term operation and maintenance of all water supplies and sanitation facilities.
§ To ensure that all work is carried in a way that is sensitive to community needs and gender issues.
§ Incorporate the hygiene and sanitation component in the Primary School curricular with the CHAST training approach put in place.
QUALIFICATIONS
§ A degree in Public Health, International Development, Community Development and Sociology
§ Five(5) year experience in Public health and Adult Education in a developing country
TECHNICAL SKILLS
§ Experience in diplomacy and tack with ability to negotiate with government officials, UN and other agencies. Local artisan and community representative.
§ Ability to work independently and meet deadlines effectively coordinate program activities with other CARE project being implemented
§ Strong organizational and communication skills
§ Fluency in written and spoken English
§ Advanced Computer skill

Job Summary
The basic function of this position is to provide efficient and effective financial support services to all programs/projects. The position will specifically be tasked with the management of Juba office and providing support to all projects, including effectively managing the financial functions, ensuring that accurate and timely financial information is produced for the Management Team and assist budget holders in day-to-day management of their budgets.
ASF is responsible for ensuring implementation of donor rules and regulations at the CO level. The job description of the Assistant Finance Controller will be as follows:
SCOPE OF WORK
Ø Acquainting with CARE financial policies and procedures and ensuring that all financial transactions both at Juba and Field Offices are in line with CARE and donor policies and procedures.
Ø Acquainting with Current Donors financial rules and regulations and ensuring that all financial transactions both at Juba and Field Offices are in line with respective donor rules.
Ø Ensuring that balance sheet reconciliations are analyzed and completed on monthly basis as part for monthly reporting.
Ø Follow up on CO outstanding receivable balance and ensure timely collection
Ø Reviewing the liquidation documents from or in the field offices, as and when, ensuring they are in line with all set up rules (both CARE and Donor rules) and reporting any situations which have the potential for a negative impact on internal controls or financial performance
Ø Responsible for the day-to-day financial operations at the CO level. Plan, organize, direct, and be responsible for providing quality financial services to all projects, units and staff in the CO.
Ø Maintaining up-to date knowledge of and implement national government requirements and regulations related to financial matters including statutory deductions from national staff salaries
Ø Facilitate any internal and external audits by Headquarters or the donors
Ø Responsible for the line management of Roving Finance Officer, Assistant Finance Officer and Field Office Officers and developing and implement staff development plans
Ø Ensuring timely Annual Performance Agreement & Assessment (APAA) is carried out for all direct report
Ø Facilitating and providing trainings to the finance teams in Upper Nile, Jonglei, Unity and Juba staff
Ø Facilitating and providing training, technical support and guidance to the programme staff, particularly budget holders, for skills improvement in the areas of budget preparation and monitoring, budget revision, reporting, and internal controls.
Ø In compliance with CARE policies and procedures and in consultation with the FC, and Project Coordinators and Managers, ensuring implementation and review of location specific policies such as authorization limits, cash holding limits, cash movements, credit terms, advance payments, etc.
Ø Ensure expenditures are justified and substantiated adequately
Ø Overseeing the timely preparation, review and approval of all monthly bank account and cash reconciliations
Ø Designing, implementing and monitoring systems and procedures necessary to maintain accurate forecasts of cash requirements for meeting future spending, including commitments
Ø Responsible for timely preparation and follow-up/handling of Cash Transfer Requests to Nairobi as well as between the field offices and at Juba to ensure that appropriate balances are maintained
Ø Assisting the FC and budget holders with the preparation and revision of programme and project proposal budgets.
Ø Assist budget holders and others to provide project coding slips
Ø In liaison with FC, coordinating and providing technical support and guidance to all budget holders in the preparation of the country operating annual budget and revisions
Qualifications and Competencies
Bachelor's degree in Commerce, Finance, Accounting or Business Administration OR CPA III
Ø At least 5 years demonstrated experience in a similar position with a history of solid results in financial/admin, program and personnel management.
Ø Very strong accounting and finance knowledge, analytical skills, attention to details, ability to work effectively under time pressure
Ø Ability to communicate in English language, both verbal & written
Ø Have self-drive with an ability to exercise independent judgment, priorities, delegate effectively all while working under minimum supervision
Ø Reports writing skills and ability to administer and develop other team members
Ø Accounting and financial budget management skills with experience with donors standards and guidelines
Ø Ability to develop skills of staff members, including implementation of performance management approaches
Ø Sound analytical ability as well as ability to receive and apply constructive feedback
Ø Knowledge of accounting software, preferably PeopleSoft applications
Ø Computer literate (at least MS word & MS excel) and good understanding of IT

Job Title: M&E Officer
Location: Akobo East, Jonglei State
Period: 9 months with possibility of extension
Job Purpose
The M&E Officer will be responsible for leading and implementing monitoring and evaluation activities for the Jonglei Food Security Program (JFSP) in the respective counties in Jonglei. This position directly reports to the JSFP Project Manager in Akobo, whilst also reporting technically to the M&E Advisor in Juba.
Key Accountabilities
- Lead in organizing and undertaking surveys to provide primary data (Baseline, End Use Monitoring, Post Distribution Monitoring, KAP surveys Mid-term and End of Program evaluation) when required and as part of ongoing assessment of the impact of the sector program.
- Participate in interagency assessments and evaluations (such as ANLA, FSMS)
- Providing guidance to implementing staff on the DIP/IPTT and ensure there is understanding of these among the implementing staff.
- Ensure effective monitoring and evaluation of program quality, using a variety of monitoring tools appropriate to program sectors (Agriculture and Livestock, SILC, FFW and EWER), social sciences in general, management reviews, audit results, core Save the Children values and policies, operational plans, and strategic documents.
Person Specifications
· Higher National Diploma or Bachelor's degree in a relevant field (Agriculture, Development or Social Studies)
· Demonstrated experience in program monitoring and evaluation having served at such a position before for at least one year.
· Must be conversant with both qualitative and quantitative data collection methods and analysis
· At least 2 years field experience in a relief or development environment
· Previous experience with major donor proposal M&E requirements (USAID, ECHO, BPRM, UN agencies preferred) considered desirable

Job Purpose
The Construction Supervisor with the guidance of the JFSP Project Manager, and in collaboration with other sector technical advisors and officers, will provide leadership for all JFSP activities related to construction in the targeted counties. The supervisor will implement strategies to ensure the supervision of construction projects funded by JFSP and other Save the Children in South Sudan construction projects within the area of operations.
This position reports directly to the JFS Project Managers at each field site and technically to the Save the Children construction manager.
Key Accountabilities
- Work closely with contractors and suppliers to assess and approve materials supplied for construction projects.
- Interpret working drawings, specifications and other documents to site agents and workers and ensure that project specifications are clearly understood.
- Assess and locate proposed construction sites in project areas and make recommendations to the JFSP and to the management team in Akobo, based on consultation with communities and local authorities.
- Maintain close contact with communities and local authorities and keep them informed of issues/constraints related to the construction projects.
