The International Rescue Committee (IRC) Tanzania is present in the Kigoma Region, Northwestern Tanzania, providing services in two remaining refugee camps in Kasulu District and at a transit centre in Kigoma town. Approximately 38,000 Burundians and 64,000 Congolese receive protection and basic assistance in the areas of Camp Management, Child Protection, Community-based Rehabilitation (care for disabled), Vulnerable Care, Youth & Development and Gender-Based Violence.
SCOPE OF WORK: The Protection and Repatriation Manager will oversee the Camp based Child protection sector with specific focus on Best Interest Determination. This position will also lead the implementation of a SIDA-funded program that aims to contribute to the safe and dignified return of refugees from Mtabila camp in Tanzania to Burundi and to protect the rights of vulnerable individuals in particular throughout the return process. Under the immediate supervision of the Program Coordinator, the Protection and Repatriation Manager will collaborate with the GBV and CYPD Managers to ensure an integrated protection approach in the provision of services for target beneficiaries in Mtabila and Nyarugusu camps.
KEY RESPONSIBILITIES: Program Implementation and Monitoring and Evaluation • Oversee coordination and implementation of repatriation program activities; • Coordinate and lead activities planned under the Tanzania component of the joint Burundi and Tanzania SIDA grant including regular information sharing and monitoring, mainstreaming protection principles, strengthening community capacity to prevent and respond to protection risks, and preparing for and initiating emergency response if required; • Collate and analyze data for monitoring, problem analysis, planning and advocacy and evaluate program outcomes and impact and identify gaps in data collection and develop tools and systems to ensure quality and consistent program monitoring; • Conduct regular meetings with project staff and community members to assess progress toward objectives, discuss issues and assist in finding solutions to challenges identified; • Provide on-going direct supervision for BID staff, including assisting in the development of individual work plans, ensuring best practice standards are met; • Ensure timely submission of all program reports, quality of program data and proper archival of program information; • Collaborate with PC and other sector supervisors to ensure repatriation program coordinate with other IRC program sectors and ensure mainstreaming of protection principles; • Liaise with IRC’s Protection/Rule of Law Technical Unit for technical guidance, in addition to CYPD, GBV, Health, ERD and REL Technical Units as needed.
Communication, Coordination, Representation and Advocacy • Collaborate with Field Coordinator and other operations Coordinators to ensure that the program is properly supported and that all activities are conducted according to IRC HR, Logistics, Finance and other policies and procedures; • Liaise with IRC’s Regional Unit and other departments as required to ensure effective and collaborative working relationships; • Liaise with relevant external partners, including donors, UN agencies, CSOs and beneficiary groups, to address program needs; attend partners meetings and represent IRC Tanzania when appropriate; • Coordinate and disseminate regular situation reports during the Mtabila closure period to relevant audiences and stakeholders including IRC HQ.
REQUIREMENTS • Masters degree preferred (Social Work, International Relations/Development, Humanities, International Law, or related field); • 2-3 years program management experience, including at least 2 years implementing protection programs in an emergency and/or post-conflict environment; refugee camp experience a plus; • Strong people management skills: the ability to effectively lead and supervise staff; • Very strong interpersonal and communication skills; • Fluency in English; ability to communicate in Swahili, French or Kirundi a plus; • Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced and detail-oriented team environment; • Experience working in difficult locations; ability to be resourceful and flexible in a limited resource environment. • Good computer skills: excellent knowledge of MS Word, Excel, powerpoint and email/internet software.
Location, security and housing This position will be based in Kasulu in Northwestern Tanzania, which is stable but relatively remote. The Protection and Repatriation Manager will live in shared IRC housing in Kasulu.
