PRIMARY RESPONSIBILITES

The Program Specialist is responsible for providing program operations and management support for specified IntraHealth country programs. S/he assists senior program staff to ensure a strong link between IntraHealth foundation systems and services (e.g. finance, contracts, operations, and human resources) and the projects, including financial and subcontract/sub-grant management. S/he assists with project monitoring and deliverables, and provides support to the regional or country staff with whom s/he works. S/he is based in the Chapel Hill office and works closely with and reports to senior program staff and supervises no staff.

ESSENTIAL FUNCTIONS:

•Develop and revise budgets for country programs in close coordination with senior program staff and maintain up-to-date knowledge of budgets, which involves coordinating budgets with multiple partners; supporting senior program staff with financial and programmatic monitoring of country programs, which includes monitoring and tracking expenditures and advising technical leads and field staff on spending; verifying that program expenses are charged to appropriate tracking codes and budgets, monitoring and advising on activity burn rates. 
•Review expense reports, cash requests, and Deltek reports and collaborate with Chapel Hill based Finance and Contracts staff and in-country finance staff to correct any errors identified, informing finance staff of necessary changes to be made.
•Prepare, coordinate reviews, edit, and disseminate project related reports and documents, including subcontract and consultant scopes of work, country strategies, progress updates, curricula, and other documents and reports in consultation with senior program staff. 
•Assist in preparing project-related documents (subcontracts, sub-agreements, purchase orders and Memoranda of Understanding) and in managing subcontracts and sub-grants. 
•Facilitate consultant approvals and paperwork, including identifying, interviewing and hiring consultants, managing consultant expense reports and invoices, and ensuring accuracy and adherence to contracts; and oversees all domestic and international project-related travel processes. 
•Ensure various program funding mechanism rules and regulations are followed according to donor and lead partner expectations.
•Coordinate logistics for large scale events and staff meetings as needed, including international workshops, researching.
•Pursue and document cost share opportunities with field staff. 
•Maintain the project's(s') SharePoint site(s), update the LOE tracker and assist with project-related information management. 
•Respond to field office requests for assistance in various operational, technical and program areas. 
•Travel to the field to provide both programmatic and operations assistance and support as requested and undertake other related tasks as requested by his/her supervisor.

Requirements

EDUCATION/EXPERIENCE REQUIREMENTS

•A Bachelor's degree in related field with 3 years of related experience in program management or a Master's degree in public health or related field and 1 year of related experience or an equivalent combination of education and experience.
•Experience in finance, administration, and management, developing and tracking budgets, logistics and operations.
•Experience with USAID-funded projects highly desirable.
•Knowledge of PEPFAR will be a plus 
•Working knowledge of international health and development as well as HIV/AIDS terms and programs is preferred. 
•Comfortable working in teams as well as acting independently in the implementation of specific tasks, multitasking and prioritizing, working under pressure and meeting deadlines.
•Ability to work and communicate with a diverse group of people of various nationalities and cultural backgrounds.
•Strong oral and written communication skills, including editing skills, as well as proficiency in Microsoft Office software including Word, Excel, and PowerPoint.
•Strong organizational skills – detailed-oriented and accurate.
•Overseas field experience in Eastern Africa is a plus. 
•Fluency in French is preferred.
