TERMS OF REFERENCE FOR SHORT TERM ENGAGEMENT FOR THE POST OF PROGRAM OFFICER – HEALTH SERVICE DELIVERY

CONTRACT DURATION: SIX MONTHS (October 2011- March 2012)

IMMEDIATE SUPERVISOR: DIRECTOR OF PROGRAMMES

1.0. INTRODUCTION

The Benjamin William Mkapa HIV/AIDS Foundation is a non-profit making TRUST, established and incorporated under the Trustees' Incorporation Ordinance, CAP 375. It was established in February 2006 and registered in April 2006 aiming to complement the national efforts in addressing HIV/AIDS pandemic.

The Foundation's vision is to become a center of excellence in enhancing delivery of a quality response to HIV and AIDS at all levels in Tanzania; and the mission is to improve the delivery of services for HIV and AIDS, through innovations in health systems strengthening, particularly for underserved areas.

Over five years of operation, the Foundation have contributed to the improvement of the delivery of HIV and AIDs services particularly to the rural communities in Tanzania through its various programmes focused on Human Resources for Health.

As the Institution is experiencing significant growth through its expanding programs, it is is keen to sustain its vision. In this instance, the Foundation had been continuously strategizing to improve and build a sustainable funding base for the service delivery functions. In fulfilling this plan, BMAF is currently seeking for a short term technical support from a dedicated, innovative and hard working medical professional. The candidate will work with the Foundation team in a short and fixed term engagement of six (6) months to undertake the below mentioned scope of work; and thereby possibly extending the engagement based on performance and organizational status.

2.0. SCOPE OF WORK

2.1. In collaboration with BMAF team and respective institutions, take part in the development of service delivery proposals including, but not limited to services related to HIV/AIDS, Newborn and Maternal health

2.2. Support the Mkapa Fellows Alumni Association (MFAA) activities as per established constitution and association activities.

2.3. Provide technical and facilitation support to the implementation of the Foundation's Maternal Newborn Health project Phase II in Singida region.

2.4.Provide technical and facilitation support in finalizing phasing out plans of the Health Wise (Work place project) and contribute to the process of scaling up the intervention.

2.5.Provide technical and facilitation support to the start up of Male Circumcision project through non-invasive methodology (Tara Klamp)

3.0. Specific Duties and Responsibilities:

· Upon approval of involvement, Collaborate with TACAIDS and MOHSW in preparation of HIV/AIDS proposal for GF Round 11.

· Collaborate with BMAF& MOHSW in finalizing the concept/proposal development on HIV AIDS interventions at Workplace and facilitate searching for funding sources.

· Facilitate/mobilize MFAA members in implementing planned activities for the year 2011

· Facilitate and provide technical and logistical support in resource mobilization activities for the MFAA, particularly through finalizing and disseminating concept notes to respective funding agencies.

· Facilitate finalization of the MFAA profile booklet

· Maintaining the Updated database of MFAA including their location, contact address and sharing of information through email network.

· Facilitate dissemination of the Health WISE project evaluation report to stake holders with the aim of using the methodology for strengthening workplace-working environment for health services.

· Facilitate and take part in processes of registration of Male Circumcision device and pilot testing phase for the initiative

4.0 BENEFITS:

The technical facilitation fee of Tsh 1,200,000/= monthly will be provided, with 50,000/= airtime charges monthly.

Effective Date: September/early October 2011

5.0. REQUIRED SKILLS

A registered Medical Doctor, with minimum of 1- 2 years demonstrated experience working in similar projects
