The Rural Energy Agency (REA) is a Government institution established under the Rural Energy Act, 2005. Its main role is to promote and facilitate access to modern energy services in rural areas of Mainland Tanzania. The Agency is inviting applications from dynamic, energetic and proactive Tanzanians with appropriate technical skills and experience to fill the following vacant positions:
Senior Public Relations Officer
REPORTS TO: DIRECTOR GENERAL
Duties and Responsibilities
a) Promotes, educates and informs the public on the Agency's activities as well as undertaking complaints handling activities.
b) Provides advice to the Agency on matters related to public relations;
c) Markets different technologies;
d) Plans, develops and implements public relations strategies;
e) Liaises with and answer inquiries from media, individuals and other organizations;
~ Writes and edits in-house magazines, case studies, speeches and articles;
g) Prepares and supervises the production of publicity brochures, hand outs, fliers, booklets, posters, newspapers, banners and direct mail;
h) Plans and implements awareness activities through media, trade fairs, workshops and exhibitions;
f) Coordinates press briefings for the REA;
j) Handles customer complaints and queries;
k) Engages in dialogue with the public as well as media on issues concerning the Agency;
I) Provides input in updating REA information in the website; and
m) Performs any other duties as may be assigned to him/her by his/her superiors.
QUALIFICATIONS AND EXPERIENCE
Masters degree in Mass Communication or equivalent qualification from a recognized University/institution.
Excellent writing & Communication skills .
Fluency in written and spoken English and Swahili
At least eight (8) years relevant work experience of which three (3) must be in a senior position.

Senior Procurement Officer (ONE POST)
REPORTS TO: DIRECTOR GENERAL
Duties and Responsibilities
Prepares and updates procurement plans in respect of procurement of goods, works or consultancy services; Prepares bidding documents (including technical specification and selection criteria) for issuance to bidders; Issues bidding documents to bidders and prepare clarification and lor addenda to queries raised by bidders; Provides inputs to bid evaluation and review of bid evaluation report prior to submission to the tender board for approval of award recommendations;
Organizes public tender opening and prepares minutes of tender opening session; Ensures that bids and performance securities are kept in safe custody;
Ensures that records of procurement proceedings are properly maintained;
Maintains proper records of goods received their quality and quantity, compliance with contract specifications and proper accounts of receipts;
Establishes internal controls to ensure appropriate use of all consumables and ensure periodic replenishment of the consumables.
Processes procurement of supplies and services required by REA,
Coordinates evaluation of tenders including quotations for procurement works and goods or consultancy services,
I) Performs any other duties as may be assigned to him/her by his/her superiors
QUALIFICATIONS AND EXPERIENCE
Masters Degree in Business Administration, Procurement Logistics and Materials Management, Engineering or other related field.
Must have a degree in electrical or mechanical engineering or its equivalent.
Must be registered by the Procurement and Supplies Professionals and Technicians Board (CPSP or equivalent qualifications).
Minimum of ten (10) years of successful and proven experience in procurement of which five years should be in a managerial position.

a) Provides strategic direction and leadership in market development and promotion of modern energy technologies and promotes private sector participation in the modern energy supply.
b) Enhances private sector engagements, participation and collaborations for increased uptake of modern energy technologies;
c) Develops strategies for marketing of modern energy technologies;
d) Coordinates capacity building of stakeholders, project champions to enhance their capacity in project implementation and management of modern energy projects;
e) Facilitates project developers to access funds for project implementation;
D Manages the Agency's database and Energy Management Information System (EM IS) development;
g) Facilitates environmental and social impact assessment (ESIA);
h) Develops and implement Information Technology Strategy for the Agency; and
i) Performs any other duties as may be assigned to him/her by his/her superiors.
QUALIFICATIONS AND EXPERIENCE
MSc. Energy Development Engineering, MSc. Project Management or other related fields.
Must have experience in energy sector.
Strong leadership and interpersonal skills with the ability to manage team work.

Director of Human Resource and Administration (ONE POST)
REPORTS TO: DIRECTOR GENERAL
Duties and Responsibilities
a) Provides strategic leadership on Human Resource Development and Administration issues such as recruitment, capacity building, discipline, retention, motivation, performance management and welfare;
b) Provides data support and up-date records on various human resources information systems;
c) Carries out human resource planning to determine supply and demand for professionals in the Agency;
d) Coordinates implementation of open Performance Review and Appraisal System (OPRAS), assesses appraisal results and prepares implementation reports;
e) Prepares and administers employee benefits (pension, allowance etc) and entitlements;
D Facilitates orientation/induction programs for new entrants in the Agency;
g) Coordinates preparation of training and development programs;
h) Carries out impact assessment of the training and development programs and prepares assessment reports.
i) Facilitates employee relations and welfare including health, safety, sports and culture;
j) Coordinates implementation of ethics including prevention of corrupt practices;
k) Implements diversity issues including disability and HIV/AIDS;
I) Coordinates implementation of Client Service Charter; and
m) Performs any other duties as may be assigned to him/her by his /her superiors.
QUALIFICATIONS AND EXPERIENCE REQUIRED
Master Degree in Public Administration, Human Resources Management or other related fields.
Good understanding and knowledge of Employment and Labour Relations Law, Regulations and Guidelines. Strong leadership and interpersonal skills with the ability to manage team work.
Must be computer literate
At least ten (10) years relevant work experience of which five (5) must be in a managerial position.
Director of Policy, Research and Planning (ONE POST)
REPORTS TO: DIRECTOR GENERAL
Duties and Responsibilities
a) Coordinates the development of long term plans for the REA and REF in liaison with other departments and stakeholders;
b) Coordinates preparation of medium and long term research agenda in line with implementation ofthe strategic plan of the Agency, including analysis and interpretation of findings of qualitative and quantitative studies;
c) Ensures compliance with various national and sector plans and progammes in the prioritization of projects to be granted funds from REF or any other Special Purpose Fund administered by the Agency;
d) Coordinates preparation of Medium Term Expenditure Frameworks and Annual Development Plans and Budget for the Agency and evaluate their implementation;
e) Coordinates preparation of periodic performance reports and other reports for the Agency;
D Coordinates evaluation of the various initiatives/programmes by financiers or their representatives and other approved independent evaluators;
g) Coordinates support to departments and sections in the preparation of individual annual work plans that are aligned to the annual work plan, and other operational specific agreements;
h) Coordinates preparation of Parliamentary Committees' Reports and inputs to the sector Budget Speech;
i) Evaluates overall performance of the Agency to ensure optimum utilization of resources in, the implementation of annual work plans and other programmes;
j) Compiles, analyzes and interprets REA/REF performance statistics and advise the Management accordingly;
k) Monitors and evaluates activities, including conducting statistical analysis, data backup and documentation of all research data;
I) Evaluates research proposals from research Agencies or Consultants and assess reasonability of their cost and soundness of technical outlines;
m) Coordinates review and benchmarking initiatives between REA and other similar organizations in the world with a view to assessing REA's performance and areas of improvement;
n) Advises Management on the impact of strategic programmes/initiatives taken by REA;
0) performs any other duties as may be assigned to him/her by his/her superiors.
QUALIFICATIONS AND EXPERIENCE REQUIRED
Master degree in Development Policy and Planning, Economics, Business Administration, Policy Development or its equivalent;
Proficiency in computers and Microsoft Office Suite; Demonstrated capacity in Performance Management;
Strong leadership and interpersonal skills with the ability to manage team work.
A minimum of ten (10) years relevant working experience of which five (5) years should be at managerial position in a reputable organization; and
Experience in working with government MDAs and knowledge of energy sector in Tanzania is desirable.
