Topic: Consultancy service-to develop five years Strategy Document for Education Cluster in Ethiopia for( two months.)- RE-advertised.
  1. Background: Ethiopia is a diverse country with varied topography and demographics, which makes it highly vulnerable to both natural and man-made emergencies. Eight regions of the country (Somali, Afar, Gambella, Benshangul Gumuz, Tigray, SNNPR, Amhara and Oromiya) are identified as emergency prone regions as they are affected every year either by drought, flood and/or conflict. The recurrent natures of these emergencies along with pre-existing poverty affect the education of thousands of children every year. The ability of children to access education is severely compromised because of these emergencies as children drop out of school, school buildings become shelters or are damaged, school materials become damaged, schools remain closed for extended periods of time, teachers leave the affected areas and children and their families become displaced from their villages and live in temporary shelters for long periods of time.
  2. Objectives: To develop five year Strategic plan Document for Education in Emergencies (2012 – 2016) with budget estimates. Specific Tasks: Under the overall guidance of the Education Cluster Coordinator and UNICEF Education Emergency Officer/focal person for the Education Cluster and Education Cluster focal person from Ministry of Education, the consultants with this TOR are expected to Develop Strategy Plan Document for Education in Emergencies.
  3. Qualification / Experience of the firm/Team composition: N.B The firm/organisation to be contracted should have a consultancy team as per (TOR) to be provided.
