Overview of the Position
The logistics unit is involved in many civil works activities ranging from minor activities such as drainage works in warehouses to building large storage facilities for its own use as well as to support partners. One major activity is to support the Gov of Afghanistan in capacity building initiative.

The Ministry of Agriculture, Irrigation and Livestock (MAIL) wants to establish a Strategic Grain Reserve (SGR) under its social protection scheme. The plan is to have 200,000mt of grain storage in strategic locations throughout Afghanistan. This will include Silos, large to medium bagged storage facilities and small storage facilities at district/community level.

Our client will support MAIL in construction of medium to large storage facilities in Kabul, Mazar, Herat and Puli- Khumri as well as small storage at district level. In Kabul, our client will commence construction of a 20,000mt facility in the first week of November.

In parallel to the construction of the facility in Kabul, design work for storage facilities in Herat and Mazar will be carried out. Our client also plans to expand this project to include the design and build of smaller warehouses (=>500MT) at District Levels to be handed over to farmers cooperatives
General Functions

Our client needs an Assigned Employee who has Civil Engineering background for the supervision and oversight of construction works for our client’s projects at the various locations. To help accomplish the task it is deemed more operationally viable to recruit an engineer from an external consulting company.
The Assigned Employee (Project Engineer) will report to the Head of Logistics and will be responsible for the following tasks:

• For the Kabul SGR project: provide day-to-day supervision and oversight of the planning and construction execution. This will require the Project engineer to spend significant time at the construction site. For the Pul-i-Khumri, Mazar and Hirat SGR projects, in the first phase the site engineer will be requested to review the existing site surveys; present the plans to MAIL for their endorsement; and will then be responsible for sourcing design and/or manufacturing/erection companies for the warehousing facilities. The Project engineer will produce the scope of work and bidding documents for the design / construction tender(s) and will prepare the contractual agreements. In the 2nd phase the project Engineer will be expected to follow the tender process (incl. directing the technical evaluation) and carry out supervision and oversight of construction works at the three additional sites (as and when they are awarded, in part or in full). Both phases of the project will require the site engineer to make frequent site visits, hence travel to various locations inside Afghanistan.

• For the district level storage project, the Project Engineer will work in consultation with Area Office / Country Office Programme and Logistics in order to support the design of appropriate village / district level storage facilities that may provide a shared resource for farming cooperatives. If activated, this project will require some travel to the field in order to clarify applicability of design and methodology of execution.
The project Engineer must have an excellent grasp of English as this will be required to draft detailed note-for-the-records concerning decisions with a financial implication; technical and tendering documents. Furthermore, the Project Engineer should have a good knowledge of computer graphics and mapping software, as well as the capacity to use design related software such as CAD. The Project Engineer will be expected to provide regular project updates and written reports to the Head of Logistics as well as MAIL counterparts.

Reporting Line: The Project Manager will report to the Head of Logistics & Pipeline with regards to all SGR related projects. The Project Manager will also maintain a technical liaison with the Facilities Management Unit.

Essential Experience
Educational Qualifications of the Assigned Employee: • The Assigned Employee must have a University degree in Civil Engineering/Structural Engineering. • Project Management certification is an advantage. • Good knowledge of computer graphics and mapping software.

Experiences of the Assigned Employee: • The Assigned Employee will have a Minimum of 5 years’ experience with proven Project • Management of medium to large projects. Previous working experience in humanitarian assistance programmes is an advantage.
