PROJECT OFFICER.

Investing in Children and their Societies (ICS) is a Dutch-based development organization with Africa Regional Office in Nairobi. ICS is implementing programs funded by the Dutch Government through its Ministry for Foreign Affairs subsidy in Western Kenya and Northern Tanzania under Together for Change Alliance(T4C). Other Alliance member organizations are: SOS Kinderdorpen, Wereldkinderen and Wilde Ganzen.
One of the key programs in the Together for Change Alliance is the Investment for Social and Economic Change (ISEC). The program appreciates that people have inherent power in form of individual and collective abilities to drive the change process from within. ICS endeavors to facilitate communities in the process of transforming themselves for the wellbeing of children. The ISEC program has adopted the Social Business approach which is a paradigm shift from grant/need based development initiatives to transactional development initiatives that emphasizes on Social Returns on Investment.

Programme Objectives
|
The overall purpose of the candidate will be to ensure the implementation of the approved activity plans within the assigned site/projects in line with the area operational/work plans and in compliance with ICS-A's operating models, processes and procedures. Specifically he/she will perform different activities and come up with the following results:
1. Program activities in assigned site monitored, facilitated and reported upon
2. Relations with the community and implementing partners effectively managed
3. Office cash accounted for accurately and in a timely manner
4. Program resources utilized effectively.

Key tasks & responsibilities
|
The project officer holds responsibility to effectively manage resources and monitor project implementation to achieve desired outcomes and deliverables. S/he will be expected to provide leadership to part time/volunteer staffs, offer technical assistance to community based organizations and beneficiaries and creating linkages with other resources in the site. Principal components are agricultural inputs, market linkages, entrepreneurial skills development and microfinance services. The Project Officer will be responsible for;
1. Monitor the implementation of programme activities in the assigned site and provide continuous feedback to the Program Officer/Area Manager, seeking assistance in problem solving as necessary
2. Maintain records of program activities in the assigned site/projects highlight problem areas and in consultation with the Program Officer, redress them. Provide summaries to the Program Officer on a regular basis
3. Make local purchases, cash transactions/payments and recruitment of casual labour as per the authorization schedules and prepare the requisite reports/accounts
4. Forge relationships with the local officials and community leaders and attend community planning meetings that result in better working relationships
5. Serve as liaison between partners, administration, staff and the community that the site office serves.
6. Supervise suppliers, contractors, partners, etc. to ensure delivery of services according to agreed plans/agreement/contracts, etc. and where necessary take action to address poor performance.

Qualifications
|
· A Bachelor's degree in Economics, Entrepreneurship, Agricultural Economics, Agri-business or any other relevant fields.
· A Post Graduate Diploma in Business Development/Entrepreneurship will be an added advantage.
· At least 5 years implementing economic development programs.
· Vast knowledge of rural economic development issues in Tanzania, particularly rural communities.
· Strong organizational, interpersonal and communication skills with proven ability to work independently and achieve results at scale
· Manages through influence; deploys strong persuasive skills and motivate sustained partner enthusiasm
· Work experience in project development and management experience in the use of computers, MS Office software packages and in handling web based management systems is an advantage.
· Excellent communication skills (oral and written) and negotiation skills, strong research and analytical skills and advanced report writing and presentation skills
