1. Risk Manager (1Post)


Job Summary: Reporting to the Managing Director, the Job holder is responsible for managing
other staff and establishing an integrated bank-wide framework for projecting, measuring,
monitoring and controlling all aspects of risks to include; Credit Risk, Liquidity Risk, Reputation


Risk, Interest Risk, Investment Risk, Currency Risk, Market Risk, Capital Risk, Operational Risk
and Legal Risk.



DUTIES AND RESPONSIBILITIES



Establish an integrated bank-wide framework for measuring, monitoring and controlling all
aspects of risks to include: Credit Risk, Liquidity Risk, Reputation Risk, Interest Rate Risk,
Investment Risk, Currency Risk, Market Risk, Capital Risk, Operational Risk and Legal Risk.

• Implement a set of risk measurements and reports including losses, incidents, key
risk exposures and early warning indicators.

• Track and analyze general market information, trends and best practice for
incorporation in the Bank’s risk management policies and framework.

• Gather internal information to identify, assess, monitor and control the risks.

• Establish internal benchmarks (parameters/limits) to evaluate and manage each of
the risk indicators in the bank.

• Report the risks as well as internal trends development.

• Gather market information and developments on various risks for the purpose of
documenting and using them in managing and evaluating the internal risks.

• Analyze general market information and assess impact on bank’s business and risk
profiles.

• Advise on best practices to be followed by the bank.

• Report any noted deviations outside agreed parameters.

• May perform added administrative responsibilities as directed by Supervisor

• Identifying all high risk areas and formulating strategies for the purpose of
mitigating with the potential risks identified in relation to banking operations;


. Review the TWB security procedures on financial and physical assets to ensure that the
safety and security of all bank assets is maintained at all times;
. Review computerised information systems across departments to ensure potential
aspects of fraud are identified and advise management on addressing the risks;
. Review TWB operating procedures to identify potential risk areas for fraud and advise
management to address them;
. Evaluate risk cases referred for investigation by departmental heads or picked by audit
and recommend on further investigations;
. Prepare plans and procedures for risks identification and assign them to investigation
teams;
. Perform any other related duties as assigned by the Managing Director.


Required Knowledge and skills: A good knowledge of Finance, Banking and Accounting;
Excellent Knowledge of Computer, Commercial Law, conversant with Bank Operations and
Finance and Accounting Systems; good communication and interpersonal skills; and computer
literate in standard computer applications. Knowledge on commercial law is an added
advantage.

Qualifications: Holder of Advanced Degree in Finance or Economics or Accounting or
equivalent with relevant experience in banking of at least 7 years. Having either CISA, Risk
Management Certification, background of compliance and knowledge of fraud detection system
e.g Proactive Risk Manager and intrusion detection systems is an added advantage.



2. Credit Manager (1Post)

Job Summary: Reporting to the Managing Director, the job holder is responsible for managing
other staff, providing leadership in prepare Annual/Strategic Plan, Targets on Loan Facilities
Utilization, Designing and Implementing Short, Medium and Long Term Loans. Responsible for
Capacity Building and Loan Delivery on Microfinance and SMEs products strategy; Follow up
payment, prepare reports, deliver quality services to TWB customers, increase profitability and
growth, while minimizing Credit risk. Knowledge in Excel, PowerPoint and Microcredit is an
added advantage.




Duties and Responsibilities

. Provide leadership in credit risk management and underwriting procedures to ensure
that the monthly recovery rate corresponds to business targets;
. Provide leadership in the design and implementation of banking operations manual that
is in line with bank operations information system;
. Provide leadership in the preparation of the TWB Microfinance and SMEs business
strategy;
. Provide leadership in preparation of the credit annual plan and budget;
. Monitor implementation of the banking operations plan on a quarterly basis and
implement measures to enhance performance where necessary;
. Provide leadership in designing and implementing a service delivery strategy to ensure
efficient banking services to clients;
. Oversee recruitment, training, performance appraisal and discipline of Credit Officers
. Prepares annual plan and targets on loan facility utilization, estimated income from
credit facilities, new borrowing customers.


• Reviews existing facilities of accounts on renewal dates and prepares
recommendations for renewal of facilities on merit.

• Solicits prospective loan applicants, conducts interviews with existing and
prospective borrower on credit relationship, and collects loan application and
other credit documents from borrowers.

• Conducts credit investigation and makes inspection visits to borrowing customers
business premises a report submit to the Managing Director.

• To process loan applications promptly and put up appropriate recommendations
to enable the approving authorities make objective decisions. In doing so they
shall take into consideration the prospective borrowers’ credit standing, business
and financial viability, management competency, industrial situation, collateral
support and potential income to the institution.

• Ensures that disbursement of funds under credit facilities extended is in line with
the laid down procedures.


• Monitoring or credit facility utilization and business performance and compliance
to commitments made, terms and conditions prescribed on the credit facilities
extended.

• Encourages borrowers to utilize other products and services available at the
institution.

• Ensures that all securities and documents are in order and registered with
relevant authorities.

• Prepares all required credit returns and reports both internal as well as those for
submission to the Bank of Tanzania.

• Calls up expired or matured credit facilities and reminding borrowers of due
dates.

• Follow up repayment of matured credit and undertakes appropriate measures to
recover past due credits.

• Ensures that all interest and fees from borrowing accounts are collected
promptly.

• Reviews regularly all loans and advances, classify the advances according to the
BOT Prudential Guidelines on management or Risk Assets and undertakes
necessary measures to avoid deterioration of the quality of the institutions’
overall credit portfolio.

• Ensures that loans and advances are extended in line with BOT Guidelines.

• Co-ordinates with the Institution are appointed lawyers for legal action taken to
recover overdue facilities.

• To perform any other duties as may be assigned by the Managing Director from
time to time.

Required Knowledge and skills: Excellent knowledge of business management in a financial
institution; excellent knowledge of the financial services industry in a developing or emerging


market; good communications and interpersonal skills; computer literate in standard computer
applications.

Qualifications: Degree in Economics or Finance or Banking or accounting or equivalent with at
least 7 years experience working at senior level in a bank or financial institution.





3. Head of Information and Communication Technology (HICT) –(1Post)


Job Summary: Reporting to the Managing Director, the Head ICT is charged with ICT Unit,
the key responsibility is to facilitate the alignment of TWB’s technology with its operational
vision based on the information systems strategy, by putting in place IT systems, which provide
business advantage and increase operating efficiency in serving the banks clientele. Knowledge
on system audit is an added advantage.



Key Roles and Responsibilities



. Head of Information Communication Technology and Business Continuity Management
Department.


• Computer Systems design and development.

• Maintenance and updating of existing Management Information Systems.

• Creating and maintenance of data base.

• Coordinates data bases, systems design and development.

• Devise Security schemes for protection of data and information.

• Appraise staff in the Department.

• Responsible for BCP and RDS.

• Review the information systems strategy and advise changes in the light of
changes in TWB operations and external environment;


. Planning and co-ordination of all information systems development projects to support
the achievement of TWB business strategy;
. Oversee timely implementation of information systems projects focused on efficient
information exchange within TWB and delivery of customer services;
. Carry out routine reviews of the core banking system to ensure optimum interactions
between the system and users;
. Evaluate developments in the banking industry to ensure that the TWB core banking

. Plan and design disaster recovery plans for the TWB information systems to ensure
service continuity in case of disaster;

Required Knowledge and skills: Excellent knowledge of information systems policies and
practice in a banking environment; excellent project management skills; Good communication
and interpersonal skills. Experience in BCP planning and implementation and DR sites
management. Good knowledge of Networks (Both LAN and WAN under CISCO)
Security(Cyberoam and CISCO) and Strong knowledge in Database especially SQL Server 2005

Qualifications: Holder of degree in computer science or equivalent, experience of not less
than 7 years in a senior information systems position in a reputable financial services
organization or related institution.



4. Senior Human Resources Officer (1Post)

Job Summary: Reporting to the Head of Finance and Administration, the Job holder is the
Head of Human Resource Unit responsible for facilitating the alignment of TWB’s organization,
people and culture to its strategic business plan, through the provision of services in all aspects
of human resources management.




Key Roles and Responsibilities





. Ensure that letters of application for employment are promptly acknowledged
and well secured.


• Advice and co-ordinate recruitment, interviews, selection, placement and transfer
processes.

• Assist in reviewing and updating job descriptions.

• Identify and list sources of labour in the labour market, such as Training
Institutions, leading financial institutions and others.

• Prepare job advertisements for new and vacant positions in liaison with respective
user departments and branches and ensure that they are advertised in the right
papers and websites.

• Prepare shortlist of most qualified job applicants for approval by the Manager
Human Resources.

• Request for applicants references from relevant sources.

• Prepare and dispatch interview invitation letters to the approved candidates.

• Co-ordinate and organise interview sessions.

• Participate in the interview panels as Secretary.

• Liaise with Manager Training on orientation of new recruits.

As Staff Welfare Officer:

• Receive and process staff loan applications.

• Prepare loan interest differential tax deductions schedule for submission to payroll
and TRA.

Required Knowledge and skills: Excellent knowledge of human resources management

Qualifications: University degree in Human Resource, Social Sciences or equivalent
qualification and relevant working experience of at least 5 years in a financial institution.










5. Senior Accountant (1Post)

Job Summary: Reporting to Finance and Administration Manager, the Job holder has the
responsibility of preparation of daily, weekly, monthly, annually bank reports, Accounts
reconciliation, overseeing the processing of payments for goods and services supplied to TWB.

Key Roles and Responsibilities:

. Supervise processing of payment of the claim forms of staff after getting approval from
respective authorities;
. Receiving claim forms and invoices and checking if they have proper authority as per
chart of authorization;
. Compiling requisition for controlled stationery from all sections in the department and
keeping custody of departmental controlled stationery;
. Supervising balancing of payment accounts including bills payable account, withholding
tax account, recoverable cash impress, prepaid expenses, staff loans, advance against
salary, and accrued expenses;
. Supervise processing of profit & loss vouchers received from various departments and
sending them to respective departments for certification.
. Supervise recording of all payments and ensure records are safely kept to allow auditing
of payments;
. Settlement of payments to Suppliers of goods and services.
. Hand statutory payments to different regulatory authorities i.e. Tanzania Revenue
Authority, City and Municipal Councils, Social Security and Pension Funds etc.
. Assist in the preparation of BOT returns.
. Perform any other related duties as may be assigned from time to time by Supervisor.




Required Knowledge and skills: A good knowledge of Finance and Accounting; good
knowledge of Bank Operations; high interpersonal skills; and conversant with standard
computer applications and banking system software with highly numerate and analytical skills.



Qualifications: Holder of Degree or Advanced Diploma in Finance or Accountancy, CPA holder,
with not less than five (5) years experience in banking operations.

6. Legal Officer (1)


Job Summary: Reporting to the Corporate and Legal Secretary, the job holder will advise TWB
on all legal issues that need to be addressed by the bank in the course of its business.



Key Roles and Responsibilities:



. To assist in preparing legal contracts between the Bank and other parties.


• Prepare plaints, summons, defense, affidavits, counter-affidavits, petitions,
applications, written statements of defense, court claims, etc, in favour of the
Bank.

• To attend court cases in which the bank is a party.

• To verify correctness of information in loan agreements, securities and other legal
documents before submission to the Manager Legal Services.

• To assist in organizing Shareholders, Board of Directors, Branch Advisory and
Management meetings according to the MEMATS and the Companies Ordinance.

• To ensure availability of court cause list.

• To collect information and submit to management for updating and court case
database.

• May perform added administrative responsibilities as directed by Supervisor









. Review all loan applications from a legal perspective to ensure that TWB is adequately
covered against risks;
. Assist the Corporate and Legal Secretary in organizing shareholders, Board of directors
and Management Meetings in accordance with MEMATS and Company Act, 212 of 2002;
. Attend court cases in which the bank is a party;



. Negotiation and drafting of lease agreements for real estate and service providers;
. Advise on labour and employment issues;
. Managing litigation activities against the bank.
. To carry out any other related duties as may be assigned by the Corporate Secretary.




Required Knowledge and skills: Excellent knowledge of commercial law, litigation practice,
banking law and labour and employment legislation; conversant with standard computer
applications.



Qualifications: Holder of Degree in Law; A registered Advocate of the High Court of Tanzania
with at least 3 years of experience in related field.



7. Banking Operations Officer (1 Post)

Job Summary: The Job holder is responsible for advising Management on Banking Operations
on the efficient delivery of customer services to maximise revenue in line with the TWB
business strategy, while minimising costs.



Duties and Responsibilities

. Operations Officer shall be responsible to the Head of Operations for all issues
relating to Banking operations, Public Relations, Marketing and Research
Development plans of the entire Institution.


• Assisting the Head of Operations on day to day operations of the

entire Institution



• Ensure that proper estimates regarding operational matters are submitted and
incorporated in the budget

• Ensuring efficient and Economic Administration of the Department.

• Ensuring the Safety and Security of assets is maintained all the time.


• Assisting the Head of Operations in controlling all operations and consolidating the
Branch daily activity summaries.

• Ensuring that the Head of Operations is fully informed on all events in the
Branches.

• Assisting the Head of Operations in reviewing operational policies regularly.

• Reviewing and inspecting Branches in collaboration with Head of Operations.

• Advising the Head of Operations on issues or procedures which might improve
efficiency in the operations of Head Office and Branches.

• Ensuring that branches submit their daily, weekly and monthly activity reports and
has them consolidated in collaboration with the financial accountant.

• Ensuring that all the personnel under him / her understand and are capable of

Qualifications: Holder of Degree in Economics, Social Science or Advanced Diploma in
Banking or Finance, with at least 5 years experience in the management of a Branch in Banking

8. Business Development Officer (1Post)

Job Summary: Reporting to the Head Operations and banking services, the job holder is
responsible for identifying changes in the market and formulating current products create new
products and packages, marketing activities and all matters that will increase TWB income.



. Preparing annual marketing plans and relative budget.


• Within the context of the approved marketing, budget preparing advertising plans
in the TV, News papers and billboards.

• Undertaking market research to determine viability in respect of new products /
services in exceeding customer’s expectations.

• From the researches undertaken, devising new products in terms of capability to
induce business to the Institution.

Job Summary: Report to HR, receive Bank’s visitors and customers with courtesy and direct

. Attend to customer telephone calls with utmost courtesy.

1. Senior Customer Advisor (1 Post)

Job Summary: The Job holder reports to the Branch Accountant, team leader, charged with
the responsibility to ensure that the branch customers are provided with efficient current,
savings and correspondence services, while minimizing losses to the bank.



Key Roles, Responsibilities



• To attend to customer enquiries promptly and courteously.

• To open new customer accounts by following the laid down account opening
procedures.

• To process customer bankcard requisitions by following the procedures manual.

• To monitor overdrafts and loan position of customers.

• To call day’s work in order to authenticate previous work transactions.

• To order and issue cheque books to the right customers.

• To scrutinize customer cheques, and other customer instruments presented for
payment in order to ascertain their accuracy and authenticity before payment
authorization.

• To receive and send messages for transfer of funds.

• To post entries after authorization by the Departmental Manager.

• To process inward and outward cheques clearance from other Branches and other
banks.

• To make payments by signing vouchers and cheques up to the authorized limit
only.

• To file promptly various documents for future reference.

query the respective branches on delayed collection so as to clear any outstanding
transfers and ensure speedy payment;
. To check the outward bills for collection (OBCs) to ensure they have been correctly
prepared so as to minimise any losses to the bank;
. To check and authorize for payment fixed deposits receipts and respective vouchers
presented for payment to ensure they are correct;
. To check and scrutinize cheques with substantial amounts presented at the counter
for crediting the respective accounts;
. To manage correspondence between the branch, customers, other branches and
head office to ensure adequate responses to issues raised;
. To attend to customers who wish to withdraw or deposit safe custody articles in the
strong room;
. To prepare vouchers for customers who purchase treasury bills and foreign
exchange bills for collection;
. To manage staff under the customer services department to ensure they provide
efficient services to the Bank customers.







Knowledge and skills: Has good knowledge of various bank products, and is aware of
customer preferences; is conversant with banking operations manuals and circulars; is

Qualifications: Degree or Advanced Diploma in banking, finance, accounting, marketing,
economics or any related disciplines and at least 5 years experience in banking industry grade
one branch.

Job Summary: Report to Senior Customer Advisor, ensure that the branch customers are

bank.

3. Senior Teller (1 Post)

Job Summary: Report to Branch Accountant, oversee the cash, safe custody services to
achieve the maximum number of transactions while minimizing losses and ensuring liquidity of
the branch at all times.



Key Roles, Responsibilities:



. To authenticate the genuineness of customers before making payments.



. Ensure the liquidity position of the branch is maintained at all times and customers are
served efficiently.
. Ensuring adequate control and compliance measures are in place to minimise risk of loss
of cash in the branch.
. Issue cash from the strong room to tellers at the start of business and to receive cash
from tellers at the end of business.
. Issue receipt books to tellers for cash deposits from customers.
. Checking tellers’ cash in hand against tellers balancing summary.
. Replenish tellers’ cash position based on requisition notes.
. Posting of cash entries in the treasury register.
. Estimate cash consumption and excess cash to determine requests for cash from cash
centre.
. Control cash movement from teller to teller and from strong room to tellers and to and
from ATMs.
. Control access to the strong room by securely keeping custody of strong room keys.
. Oversee the waste department activities to ensure that all account transactions are
balanced daily.
. To receive cash and verify the amount and genuineness of notes received in the
presence of the customer before posting.
. To balance cash account after day’s work.
. To pay cash to the right customers within the authorized limit.
. To perform tellers duties with speed and accuracy.
. To surrender cash in hand to the custodians after closure of business.
. To carry out any other related duties as may be assigned by the Manager Customer
Service.


Knowledge and skills: A good knowledge of bank branch operations; computer literate in
standard computer applications; team building skills and good customer relationship
management.



Qualifications: Holder of diploma in finance, Accounts or Banking or equivalent qualification,
with banking experience of not less than 5 years in branch operations.






4. Teller (2 Posts)

Job Summary: To collect deposits in the form of cash and cheques and to pay out cash to
customers promptly and efficiently while ensuring minimum loss to the bank.



Key Roles, Responsibilities

. Count cash deposited and ensure that it is correctly entered in the computer system;
. Paying cash to customers against duly filled withdrawal forms or cheques in line with
established bank procedures;
. Posting day’s transactions to the cash department;
. Working out simple calculations and checking accuracy of withdrawal forms and
cheques;
. Withdraw cash from the strong room at the start of business and deposit cash at the
end of business in the strong room;
. Verifying and authenticating cheques for payment;
. Seek approval from supervisor on payments that exceed the specified limit for teller;
. Report any fraudulent behavior to the supervisor;
. Perform specialized tasks such as preparing cashier's checks, personal money orders,
issuing traveler's checks and exchanging foreign currency;
. Record all transactions promptly, accurately and in compliance with bank
procedures;
. Explain advice on and promote bank products and services to customers.
. To authenticate the genuineness of customers before making payments.

Qualifications: Diploma or Form VI with good numerical skills and good written and spoken
English, knowledge of customer service principles with at least 3 years in a financial institution;
computer literate. Diploma in banking is an added advantage.



5. Credit Officers –Group Lending (2 Posts)

Job Summary: To manage the microcredit lending programme at branch level and to report to
Branch Management on the performance.



Key Roles, Responsibilities

. Take the lead in marketing and promoting micro-credit and other bank products at
branch level to ensure growth of the loan portfolio;
. Undertake business appraisal of client loan applications to ensure they comply with
lending guidelines;
. Visit prospective clients to establish integrity of loan applications;
. Undertake a review of the applicant’s character to minimise the risk of default;
. Analyse financial information on clients to assess the financial viability of the loan
requests;
. Process loan requests to ensure compliance with procedures;
. Monitor loan performance to ensure timely repayments from clients;
. Report regularly to branch manager on loan portfolio performance to ensure
compliance with the TWB operational guidelines.




Required Knowledge and skills: Excellent knowledge of business management in a financial
institution; excellent knowledge of the SME financial services in a developing or emerging


market; good communications and interpersonal skills; computer literate in standard computer
applications. Teaching qualification and field work is an added advantage.



Qualifications: Diploma in teaching, Economics or Finance or Banking or accounting or
equivalent with at least 3 years experience working in a bank or SME financial institution.
