Main responsibilities
Under the immediate supervision of Education Programme Specialist and the overall supervision of the Director of the UNESCO
Dar-es-Salaam Cluster Office, the National Programme Officer for Education will:
- Report to the Education Programme Specialist: provide required inputs in the design, planning, and implementation and
monitoring of Education Sector Programmes in five countries under the responsibility of the Dar Es Salaam Cluster Office
(United Republic of Tanzania, Madagascar, Mauritius, Seychelles, Comoros). This includes education sector components
of the Delivering as One process in the United Republic of Tanzania, as well as support to UNESCO activities in the other
Cluster Countries.
- Provide support to the Education Programme Specialist in his/her up-stream, policy engagement functions, as well as
other programme and staff management responsibilities. In addition, he/she will supervise temporary staff and consultants
that might be, or have been engaged on a case by case basis, particularly in the areas of: teacher education; curriculum
development; human rights education; gender and/or inclusive education; and technical & vocational education & training.
The incumbent will be required to apply a results based and gender/human rights based approach to programming and
management.
- Provide key inputs to the process leading to the completion of Education Sector Programming plans for the Cluster, as
well as any other documentation required by the Office, Headquarters and UNESCO Institutions (including proposals,
briefs, reports).
- Keep herself/himself abreast of developments in the education by monitoring and analyzing national, regional and
international trends. Contribute to partnership building and collaboration with other UN agencies and Development
Partners, as well as with Civil Society Organizations. Contribute to positively influencing policy and decision making in the
Education Sector, as required, by: participating in Government, UN, DPG, and NGO forums; playing an evidence based,
advocacy role particularly in relation to the mainstreaming and scaling up of successful UNESCO/UN supported pilots,
gender equity, human rights and inclusive/equitable education; critically reviewing key policy documents; and providing
technical support to Government and NGO partners. When necessary/appropriate, attend with, or represent the
Education Programme Specialist in high level meetings.
- Assist and when requested, stand in for the Education Programme Specialist in his/her strategic oversight, management
supervision and guidance responsibilities, ensuring timely implementation, coherence, complementarity and linkages
within the Education Sector and with the other UNESCO Sectors. Assist in identifying new strategies and courses of action
to accelerate/improve timely implementation and achievement of key results. Provide support in monitoring implementation
particularly in the areas of teacher education, curriculum development, equitable/inclusive education, technical and
vocational education, and provides guidance and technical support to his/her direct supervisees, as well as relevant
government and NGO partners to ensure results are achieved.
- Support the Education Programme Specialist in some administrative functions, including the monitoring of implementation,
overall planning and disbursements of funds under the responsibility of Education Sector in UNESCO, ensuring they are
properly administered, liquidated and utilized in accordance with UNESCO and/or UN Joint Programming rules and
procedures. When requested, supervise temporary staff and/or consultants hired to support the Education Sector In
UNESCO, particularly in the areas of: teachers education, curriculum development, equitable/inclusive education,
technical and vocational education. Conduct field visits in URT and, when required/necessary, other Cluster countries to
observe and monitor/evaluate Education Sector programme implementation, provide appropriate technical support and
timely feedback for process effectiveness.
- Provide timely assistance to the Education Sector/Director when requested, including: planning for /participation
in/facilitation of UNESCO sponsored conferences/Workshops etc; and playing expected role in
establishing/maintaining/strengthening links with UNESCO HQ, Institutes, Regional Offices; other UN agencies,
multilaterals, CSOs.
Profile
- At least a Masters Degree in a relevant field, preferably in education
- At least four years experience in the area of education development/management/monitoring & evaluation; knowledge
and/or experience in the UN system is desirable.
- Good analytical skills, communication skills
- Excellent understanding and use of English and Swahili; some basic French is desirable
- Ability to draft clearly and concisely
- A good understanding of, and experience in applying results and gender/human rights based approach programming and
management
- Good IT skills, particularly with respect to: the Internet, Word Processing, Excel, Power Point
- Proven ability to work in an multicultural environment

Conditions ofemployment
For this post, the annual remuneration in local currency will be based on the local UN salary scale. In addition, UNESCO offers an
attractive benefits package including 30 days annual vacation, pension plan and medical insurance. The initial appointment, which is
for 2 years, includes a probationary period of 12 months, and is renewable, subject to satisfactory service. UNESCO is a nonsmoking
organization.
