CARE SOUTH SUDAN AREA PROGRAM COORDINATOR , UNITY STATE



CARE is seeking an experienced Area Program Coordinator. The Area Program Coordinator provides strategic leadership and day-to-day management to the field operations in the program area to ensure that the respective programming is effective and meets the designated strategic goals and objectives of CARE South Sudan, the donors and the communities targeted. The incumbent will be responsible for leading the assigned Area Program team in the development, implementation, oversight and evaluation of all projects, with emphasis on strategic impact, cost effective resource mobilization, quality control, staff development and partnerships.
CARE’s operations in South Sudan dates back to the early 1980s, focusing on emergency and disaster relief to the conflict affected populations in the South. Currently, CARE South Sudan works in three States, Unity, Jonglei and Upper Nile States, addressing both humanitarian and recovery/development needs. In development/recovery programming, CARE South Sudan focuses on two broad areas namely governance and sustainable integrated livelihoods (Food security, health and WASH) focusing on women and youth.
Responsibilities:
•Staff Management;
•Area Strategic Planning and Fund Raising;
•Programme and Program Resource Management;
•Staff Safety and Security.
Required Skills:
•Bachelor degree in a relevant disciplines such as lnternational Development;
•Minimum 5 years of programme management experience with a focus on promoting good governance in a complex post conflict context;
•Proven experience in implementation of relevant strategic plans, fundraising and donor compliance with knowledge of a wide range of donors;
•Experience leading organisational effectiveness in a sub-office setting, representing the organisation in coordination forums and working groups, establishing and maintaining strategic partnerships and ensuring internal and external learning and information sharing;
•Experience leading on safety and security of staff and organisational assets within a complex post conflict setting;
•Strong background in the establishment and maintenance of general services, administrative, logistics and procurement systems;
•Excellent communication skills with ability to co-facilitate workshops, give high powered presentations on behalf of CARE SS and produce reports, briefing papers and leaflets of high standard;
•Demonstrated leadership ability to inspire and empower staffs;
•Experience working in a multi-cultural setting and commitment to promoting teamwork, gender equality, and sensitivity to HIV/AIDS;
•Technical skills in good governance, WASH, and conflict sensitive programing;
•Ability to work under administrative and programatic pressures in unstable security environments with basic living conditions.
Desired Skills:
•Completion of short courses in DRR, Conflict resolution and Peace Building, Safety and Security, and/or DM&E adapted to post-conflict situations;
•Past experience in effectively applying sphere, the humanitarian principles and protection approaches within a chronic emergency and post conflict setting;
•Knowledge of CARE program principles, approaches and systems;
•Knowledge of the social, political and economic context of South Sudan an added value.
