TITLE: Director of Finance and Administration
REPORTS TO: Country Director

LOCATION:Tanzania
OVERALL JOB FUNCTION:         
Under the direct supervision of the Country Director of ICAP in Tanzania, the Director of Finance and Administration is responsible for managing the financial and administrative aspects of ICAP in Tanzania. The officer will:
  • Oversee and manage the financial aspects of all donor awards to ensure that financial transactions comply with the requirements and regulations of Columbia University, USG and other donors of ICAP;
  • Develop and manage organizational budgets and day-to-day financial transactions; 
  • Participate in strategic planning meetings and provide all financial input;
  • Design and implement administrative and human resource processes and systems;
  • Be responsible for ensuring that the existing procedures of ICAP in Tanzania adhere to ICAP's Standard Operating Procedures (SOPs);
  • Develop monthly, quarterly, semiannual, and annual reports of the administrative and finance department to be submitted to the country director in a timely manner;
  • Develop the administrative and financial aspects of grant applications to be submitted to ICAP's donors, and prepare responses to any query that may arise related to the administrative and financial aspects of the submissions; 
  • Review financial reports of ICAP sub-grantees and provide feedback; ensure that the ICAP sub-grantees follow financial and administration requirements of Columbia University and its donors.  
Responsibilities:
   
Finance
  • Establish and manage all financial systems to ensure  transparency, accountability and accuracy;
  • Ensure ICAP in Tanzania meets all donor financial and administrative requirements such as budget preparation and tracking, financial management, and  agreement management;
  • Generate and present monthly and quarterly financial reports for various internal and external audiences that accurately account resources expended by ICAP in Tanzania;
  • Conduct periodic pipeline and burn rate analyses,  review of actual expenses, and budget-to-actual comparisons for the purposes of financial and programmatic planning;
  • Apply fiscal controls and compliance procedures within ICAP in Tanzania;
  • Develop, prepare, and monitor budgets according to ICAP's and donors' standards;
  • Provide oversight of the management of sub-award agreements, ensuring sub-awardees adhere to the Standard Operating Procedures of ICAP;
  • Train staff and partners in aspects related to ICAP's financial systems, protocols, or policies;
  • Serve as lead liaison between senior administrative and program staff in ICAP New York  to ensure that all administrative and financial obligations of the program are routinely met;
  • Supervise the Finance Manager, Administration Manager, Human Resources Manager, Sub-grants Manager, Procurement specialist and ICT manager to ensure high performance and support to ICAP in Tanzania and its partners;
  • Serve as lead liaison with national tax authorities to ensure that ICAP in Tanzania adheres to taxation requirements and receives taxation relief, where appropriate;
  • Ensure that ICAP in Tanzania's banking requirements are fully met through the establishment and maintenance of effective working relationships with commercial banks.
Administration
  • Ensure that all procurements of goods and services are in compliance with ICAP Standard Operating Procedures;
  • Ensure the effective and smooth administrative operations of ICAP in Tanzania offices;
  • Assist the Country Director in reviewing and revising policies and procedures that enhances ICAP's programs;
  • Serve as lead liaison with in-country legal counsel and facilitates or coordinates the addressing of legal matters with ICAP in New York;
  • Serve as the primary liaison on all audit-related issues pertaining to the ICAP-Tanzania country office.
Human Resources
  • Ensure the effective establishment and implementation of systems for recruitment, orientation and on-going performance management for all staff;
  • Oversee all complex human resource matters including grievances, discipline, terminations, staff reductions, severance and rewards;  
  • Facilitate decision making on human resources matters, including organizational design and development, staffing, change management, position classification, compensation, supervision, performance management, employee and employer relationships, and conflict resolution;
  • Ensure that the ICAP-Tanzania office adheres to local labor laws;
  • Ensure the ICAP-Tanzania local hire manual adheres to the ICAP Standard Operating Procedures.
General
  • Perform any other duties and responsibilities related to finance and administration as may be assigned by the Country Director.
MINIMUM REQUIREMENTS – EDUCATION AND EXPERIENCE
  • A master's degree in business administration, finance, accounting or related fields;  significant and directly related experience may be substituted for the degree requirement.
  • Chartered Accountant (ACA, ACCA, CPA);
  • Minimum of ten years of relevant work experience with a minimum of seven years of work experience in the international NGO context;
  • Demonstrated experience with the United States Government's financial rules and regulations related to grants and contracts.
Additional Requirements:
  • Knowledge of accounting principles and techniques;
  • Demonstrated experience  in analyzing and interpreting financial data;
  • Strong supervisory and management skills; Demonstrated experience in the supervision of finance and administrative staffs.
  • Excellent interpersonal and communication skills;
  • Demonstrated experience  working independently with minimal supervision;
  • Fluency in speaking, reading, and writing English;

Senior Research Advisor : Kagera, Tanzania

OVERALL JOB FUNCTION:         
The program seeks to recruit a Senior Research Advisor to technically support the implementation of the Combination Prevention Program and evaluation in Bukoba Municipal District, Kagera, Tanzania. Working together with the in-country research and evaluation unit, clinical and technical program staff, as well as the ICAP New York-based Strategic Information Unit, the Senior Research Advisor will provide technical and scientific input to all aspects of the Combination Prevention project, including data analysis and dissemination of results. The Senior Research Advisor will be involved in oversight and technical support of all activities related to the implementation and internal monitoring of the Combination Prevention (CP) program and evaluation
RESPONSIBLITIES:
  • Provide oversight and technical support of all activities related to the implementation and internal monitoring of the Combination Prevention (CP) program and evaluation.
  • Support the CP planning and documentation with emphasis on developing evaluation SOPs, but also including active coordination & participation in development of program SOPs.
  • Oversee all revisions to the evaluation tools (survey questionnaires, SI tools) and consents; develop supervision and reporting systems and tools related to data collection.
  • Learn the selected electronic data entry software and oversee its successful use for data collection during the baseline and follow-up survey rounds.
  • Support the development of quality assurance and study monitoring systems.
  • Participate in hiring and training of research unit staff including project/site coordinators, interviewers, and data entry clerks and ensure their integration into existing in-country teams.
  • Ensure training of evaluation staff is complete, timely and of high quality, contributing to training modules and curricula as appropriate to training needs.
  • Support the monitoring and timely reporting of progress, ensuring that CP activities (program and evaluation) are moving according to agreed-upon timelines.
  • Monitor the CP program and evaluation budget and expenditures.
  • Contribute to efforts that ensure all Columbia University, local IRB and CDC project determination approvals are obtained and maintained.
  • Represent ICAP in meetings with Government of Tanzania counterparts, donors, partners and other stakeholders.
  • Participate in the development of analysis plans, and as appropriate, conduct analyses and draft abstracts, presentations and publications.
  • Liaise with ICAP HQ research and Strategic Information teams on research-related matters.
  • Provide technical support and mentoring to CP project staff, in particular the Study Coordinator, Assistant Coordinator and M&E data management staff so that the program and evaluation components are implemented in accordance with the protocol, standard operating procedures, good clinical practice, and ethical/regulatory requirements.
  • Support additional study activities ongoing within the Kagera research unit with regard to study monitoring, reporting, and support to research unit staff.
MINIMUM QUALIFICATIONS:
  • MD, PhD, Ed. D, or professional equivalent;
  • Minimum two (2) years of experience working with facility or community based research or program evaluations in a manager/coordinator's capacity;
  • Good knowledge and experience in the field of HIV/AIDS epidemiology;
  • Demonstrated knowledge of qualitative and quantitative research methodologies;
  • Excellent oral/written communication, interpersonal, organizational and computer skills;
  • Significant working experience in supervising junior researchers.
 PREFERRED QUALIFICATIONS:
  • Doctorate in epidemiology, demography, social science or a related discipline; OR an MPH with significant analytic training preferred;
  • Good experience in, or knowledge of electronic data collection, programming for data management and statistical programming skills (SAS, STATA) desired;
  • Experience living and working in Africa preferred;
  • Knowledge of Kiswahili an advantage; or willingness to study and practice Kiswahili;
  • Interest in making at least a 2-year commitment to the position.
 LOCATION AND TRAVEL REQUIREMENTS:
  • Requires some travel to remote areas of Tanzania and internationally (approximately 25%).

TITLE: Project Coordinator

REPORTS TO: Study Principal Investigators

LOCATION: New York, NY

POSITION SUMMARY:         

ICAP at Columbia University is conducting both NIH- and USAID- funded research studies that aim to improve the delivery of HIV services in resource-limited settings.  The focus of these studies includes prevention of mother-to-child-transmission of HIV (PMTCT), linkage and retention in HIV care, and HIV testing and prevention strategies The New York research study coordinator is a full time position with duties split between at least two studies.
JOB FUNCTION
With support of the senior study staff, the New York Project Coordinator will be responsible for providing overall technical support with regard to study implementation including development of standard operating procedures, study staff training, data management, report writing and all study procedures at study sites located in designated sub-Saharan African countries, which may include Swaziland, South Africa, Lesotho, and/or Kenya.  The Project Coordinator work closely with research staff in the local ICAP office and will conduct frequent visits to study sites to support study implementation, assess data collection practices and to ensure compliance with protocol standard operating procedures. The Project Coordinator will be responsible for reporting all deviations from the protocol and adverse events to each study's principal investigator and senior study staff.  The Project Coordinator will also conduct routine data quality assessments to ensure accuracy of data and will provide additional training support as needed. The Project Coordinator will work closely with in-country study coordinators, study co-investigators and report to each study's principal investigator. 
RESPONSIBILITIES
  • Oversee and assist with study implementation including development of standard operating procedures, preparation of documentation for IRB submissions, sensitization of health facility staff, ensuring site readiness for start of the study, developing strategies for recruitment, and providing on-going technical support to ensure continued implementation of the study.
  • Provide weekly updates and communicate regularly with senior study staff to inform them of study progress and any challenges encountered at the sites.
  • Assist in-country study coordinators to provide regular updates on the progress of the study to the health facility management and clinical care teams at study sites.
  • Supervise all study-related activities at designated study sites including management and on-going technical support for all on-site study staff in designated countries.
  • Oversee data quality assurance for the study through routine data quality checks and on-site assessments as per study standard operating procedures.
  • Oversee on-site data management for the study including facilitating submission of data from the on-site study team to New York offices.
  • Oversee on-site adherence to the protocol and standard operating procedures for study procedures; ensure adverse event reporting to the study principal investigators.
  • Assist with other aspects of the study as directs
EDUCATION
  • Masters degree in public health, health management information systems, statistics or related field.
EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS
  • Knowledge and practical experience in health related research, including adherence to research protocols, data collection procedures and ethical requirements of human subjects research.
  • Experience with Microsoft Office suite applications, including MS Access.
  • Excellent communication, interpersonal, analytical, and organizational skills.
  • Excellent writing and editing skills.
  • Demonstrated ability to work effectively in teams.
EXPERIENCE, SKILLS & PREFERRED QUALIFICATIONS
  • Advanced degree in business, international relations, public health or project management
  • Written and spoken language skills in French or Portuguese
  • Administrative Project Management training and experience in international settings
  • Solid understanding of USG's project design and development process and the factors important to evaluation committee decision making
  • Minimum 3 years of work experience in the international development field. Field-based experience desirable
  • Demonstrated expertise in writing and analyzing proposal sections, including past performance, corporate capabilities, management plans and budgets
  • Excellent technical skills in writing, editing, formatting, research and negotiation
TRAVEL REQUIREMENTS
Frequent travel to study sites in designated countries located in sub-Saharan Africa. Each trip on average would be 1-2 weeks with approximately 6 trips per year.
