Objective of the programme:
The aim of the programme is to make sustainable improvements in the livelihoods of poor people in rural areas of Zambia by increase the percentage of people financially included as well as to assist the financial sector to deliver a wider range of financial services to more people and businesses in rural Zambia.
Objective of the role:
The team leader will be responsible for the effective and efficient delivery of the project, working with public and private sector actors in Zambia to design and implement a project that will facilitate financial sector development, especially for the lower end of the market.
Duties and Responsibilities:
- Manage team of long- and short-term consultants during the design and subsequent implementation of the access to finance project
- Ensure engagement of public and private sector stakeholders throughout the project period
- Develop detailed programme strategy, business plan and budget
- Oversee programme activities and provide quality control of deliverables
- Support and oversee the development of a comprehensive market analysis, using an M4P approach
- Delivery of key reports and workplans
Requirements:
- Advanced degree in finance, business management or other relevant field
- At least 10 years of experience working in a financial sector development context, at least five of which focusing on access to finance issues
- Extensive experience working in Zambia or the region
- Proven track-record delivering successful donor-funded programmes
- Strong project design, team management experience, including performance management
- Significant networking and relationship management skills, as well as project management expertise
- Understanding of key approaches to monitoring and evaluation, including the use of logical frameworks, and the delivery of and reporting on value for money
Desirable:
- Previous experience working with DFID
- Understanding of the M4P approach preferred
- Experience in microfinance, SME banking and/or in consulting firms providing technical assistance to banks and microfinance institutions
