Under the supervision of the Director of Programs, the Monitoring & Evaluation (M&E) Program Officer will establish and implement ASLM M&E systems and tools for the ongoing review of projects, using approved indicators and targets, to measure progress and make recommendations for improvement.
Additionally, the position performs but is not limited to: facilitating the design, planning and implementation of organizational advocacy strategies; M&E systems and database collection; program tracking and documentation; and sharing of lessons learned and proposing mitigating interventions for ASLM laboratory, or other, program activities. Additionally, this position will provide M&E support to partner institutions in targeted countries, as well as develop and maintain appropriate staff trainings.

Minimum Education & Experience:
- Master’s degree in Public Health, international development, economics or relevant field preferred. Prior experience with performance monitoring and evaluation for international development programs, including developing performance indicators, data collection and analysis is strongly preferred.
- Familiarity with health systems in Africa and PEPFAR is recommended.
- Strong analytical skills, and preferably experience with numerical methods and database management.
- Must have excellent interpersonal skills and be a team player.
- Excellent oral and written communication skills in English required. Proficiency in French and/or Portuguese languages a plus.
- Laboratory quality management skills also a plus.
