PharmAccess is a young, fast-growing, international, not-for-profit
organization of Dutch origin, which aims to improve access to
affordable quality basic health care in Africa. PharmAccess strives to
fulfill this mission through public-private partnerships with local
organizations and through an output based approach. PharmAccess
supports programs and offers services in several areas, such as
providing health insurance for low-income groups, quality improvement
of clinics and hospitals, financing of small and medium sized
enterprises and support of corporate and national healthcare programs.
PharmAccess was founded in 2001, and is currently active in more than
10 African countries. Its main office resides in Amsterdam. Other
offices are established in Nigeria, Kenya, Namibia and Tanzania. The
activities of PharmAccess are made possible by funding of donors and
clients, such as the Dutch Ministry of Foreign Affairs, The World
Bank, United States Agency for International Development (USAID),
large multinationals and the Rockefeller Foundation. As co-founder
PharmAccess participated in the launching of the Health Insurance
Fund, the Investment Fund for Health in Africa and the Medical Credit
Fund. The latter was selected as a winner of the G-20 Finance
Challenge at the G-20 summit in Seoul, Korea in November 2010.
Because of the expansion of the Health Insurance Program in Tanzania
PharmAccess is currently looking for a Quality Improvement Officer for
Health Insurance Program for Tanzania in Moshi.
PharmAccess partners with insurance companies, third party
administrators and marketing agencies to deliver customized health
insurance programs to selected target groups in Tanzania. Providers
that participate in these programs go through a Quality Improvement
initiative that includes refurbishments, trainings and medical
assets/medications procurement. The Provider Consultant will be
responsible for managing the implementation of such initiatives on a
day to day basis at the Providers.
Key Tasks & Responsibilities
Review and provide input into Quality Improvement upgrade plans;
Develop relationships with Providers to facilitate Quality
Improvement initiatives;
Manage the implementation of Provider refurbishments and upgrades
based on agreed upon contracts;
Identify gaps between Quality Improvement Plans and the minimum
requirements to participate in the Health Insurance Fund programs;
Evaluate and monitor Provider readiness to participate in program;
Identify, manage and resolve program risks;
Manage procurement and delivery of medical assets and medications;
Evaluate the infrastructure upgrading of the providers
Organize training for medical and para medical staff
Coordinate Quality Improvement implementation activities across
multiple stakeholders;
Assist Providers on implementations of Quality Improvement plan
The candidate will report directly to the HIF Program Coordinator in
Moshi with Technical Assistance provided by the HIF Medical
Coordinator in Dar es Salaam.
Qualifications & Requirements·
You have experience in working with Healthcare Providers;
You have a strong understanding of Quality Improvement as it
relates to Healthcare Providers;
You know how to translate an improvement plan in practice and to
monitor the outcome
Exposure to health insurance and/or other relevant health
financing programs in Africa is an advantage;
You have excellent communication and interpersonal skills and are
able to effectively interact within an environment with multiple
stakeholders and people originating from different cultures;
Your understanding of written and spoken English is excellent and
you are proficient in Microsoft applications such as Word, Excel and
PowerPoint ;
Suitable candidates will ideally have a relevant Bachelors or
Masters degree
Willingness to participate in a training program to qualify as a
quality assessor
