Under the overall guidance of the UNFPA Representative, and the direct supervision of the Deputy Representative, the UNFPA Assistant Representative provides support to ensure programme efficiency and effectiveness of the UNFPA support to the Government of Tanzania within the context of the United Nations Development Assistant Plan – UNDAP. The Assistant Representative will also coordinate knowledge management and support partnership building initiatives.
DUTIES AND RESPONSIBILITES
Specifically, the Assistant Representative's main duties and responsibilities will include the following:
ð Policy Dialogue and Strategic Partnership: Participates in policy dialogue with different policy makers and stakeholders and ensures inclusion of population and development, reproductive health and gender concerns in the national and sector policy agenda and development frameworks; creates and builds strategic partnership with key stakeholders and partners.
ð Programme coordination: Provides guidance, technical and strategic direction in the planning, formulation, implementation, monitoring and evaluation of UNFPA assistance, in the broader context of the United Nations Development Plan (UNDAP), in line with government priorities and aligned to UNFPA's mandate as reflected in the Organisation's recent strategic plan.
ð Advocacy and resource mobilization: Advocates for the accelerated delivery of selected MDGs targets in the country, and especially those related to MDG5 on improving maternal health, through high level consultations and networking, and contributes to resource mobilisation efforts that specifically secure appropriate national and domestic health budgets and leverages the resources of donors and the private sector based on UN agreed resource mobilization strategies and in line with the UN code of conduct.
ð Results based management: Assists in the programmatic, financial and human resource management of the Country Office to ensure accountability and efficiency in programme delivery. Promotes the institutionalization of results-based management in all UNFPA-supported activities while ensuring accountability for results.
ð Knowledge Management: Promotes knowledge sharing and continuous learning, research and analysis and documentation of innovative strategies, approaches, lessons learned and best practices resulting directly and indirectly from UNFPA's support. Contributes to coaching, motivating and empowering staff to excel in the achievement of quality results.
ð Managerial functions: Organize and participate actively in meetings and desk reviews and undertake field monitoring missions, and in the context of UN reform, participate in relevant inter-agency activities and ensure feedback to the country office to enhance the effectiveness and impact of United Nations Development operations. Contribute to the sharpening of UNFPA's contribution towards United Nations objectives by reducing duplication and ensuring greater coherence of development activities. Contribute to the enhancement of programme harmonization and collaboration among various stakeholders, working to develop operational linkages across sectoral boundaries, and promoting partnerships with strategic institution and other development organizations. Perform such other functions as the supervisor(s) may assign.
QUALIFICATION AND EXPERIENCE:
· Advances degree in health, social sciences, population, demography and/or other related social science field with at least 8 years professional experience preferably in policy and/or programme management in reproductive health, gender or related fields, in the public or private sector.
· Experience in strategic planning, programme coordination as well as financial and human resource management highly desirable;
· Familiarity with the UN system and/or experience of working with an international organization is an advantage;
· Knowledge of relevant international and national policies, plans and programmes in the field of population and development including reproductive health, gender, HIV and AIDS and youth development;
· Excellent analytical and communication skills, including oral and written English, Working knowledge of Kiswahili an advantage;
· Proficiency in current office software applications;
· Analytical and strategic thinking, high integrity and sound judgement;
· Leadership, supervisory, mentoring, and people development skills;
· Competencies in networking, building strategic alliances, knowledge sharing, and team work;
· Commitment to excellence and achieving results;

The United Nations Population Fund (UNFPA) is seeking to recruit a National Programme Analyst, with a focus on Youth Development and Adolescent Sexual and Reproductive Health (ASRH). The successful candidate will work under the overall guidance of the Deputy Representative and the direct supervision of the Senior Programme Specialist for Sexual and Reproductive Health and as part of the UNFPA Country Team in Tanzania, based in Dar es Salaam.
DUTIES AND RESPONSIBILITIES:
The National Programme Analyst – Sexual and Reproductive Health will:
§ Provide policy and technical advice for UNFPA's support in the area of youth development, youth participation and Adolescent Sexual Reproductive Health (ASRH);
§ Contribute substantially in all UN generally and UNFPA specific programming processes around youth development and ASRH including in programme design, implementation, monitoring, evaluation and periodic reviews;
§ Contribute substantially, to national, sectoral and other related development and social service strategies, plans and programmes to ensure that gender sensitive adolescent and youth development needs are effectively integrated;
§ Provide technical assistance to partners in the health, education, youth and other relevant sectors, to improve the quality and availability of gender-sensitive sexual and reproductive health information, data, analysis and services for in and out of school youth;
§ Continuously analyze and interpret trends, progress, challenges and bottlenecks to youth development, youth participation and access and utilization of adolescent sexual and reproductive health information and services especially in the health and education sectors; and feed these into support for appropriate national and sub-national responses;
§ Analyze and interpret the political, social and economic environment relevant to youth development, youth participation and comprehensive ASRH and identify opportunities for UNFPA assistance and intervention;
§ Advocate for a culturally-appropriate, gender sensitive, rights and evidence based approaches to adolescent sexual and reproductive health planning, programming, monitoring and reporting;
§ Represent UNFPA within the context of the UN Delivering as One in Tanzania in government-led and other youth development including ASRH related Working Groups (including the UN Adolescent Girls Initiative) to support the government and partners in implementing global, regional and national reproductive health commitments for adolescents and youth;
§ In line with the UN Development Assistance Plan (UNDAP 2011-2015), contribute to incorporation of youth development, youth participation and ASRH concerns in relevant UNDAP Programme Working Groups;
§ Help to build and operationalize an evidence base on current and emerging adolescent sexual reproductive health issues to inform national and sectoral policy development and monitoring,
§ Support multi-sectoral partnerships, including with civil society and faith-based organizations, to promote improved and equitable access to services and increased demand for sexual and reproductive health for adolescents;
§ Support the implementation of the work of the UNFPA Youth Advisory Panel;
§ Perform any other duties assigned by his/her supervisor.
QUALIFICATIONS:
§ Post graduate degree/Advanced degree in public health, sociology, anthropology, development studies, community development and/or other related social sciences;
§ At least five years professional experience, in health and/or HIV policy/or programme management in reproductive health, adolescent sexual and reproductive health, HIV Prevention or Life Skills Education.
§ Knowledge and experience in working on youth, gender, human rights and culture particularly in Tanzania will be a strong advantage.
§ Experience and a thorough understanding of government systems, especially health, youth and HIV planning systems and programmes.
§ Strong results orientation, with proven experience in using a evidence and results-based management approach.
§ Strong analytical orientation and sound judgment; initiative, culturally sensitive and resourceful.
§ Dedication to the United Nations principles and demonstrated ability to work harmoniously in a team, and with persons of different nationalities.
§ Excellent team player with strong partnership and networking skills.
§ Fluency in oral English and excellent writing skills in English are required.
