WaterAid's vision is of a world where everyone has access to safe water and sanitation

WaterAid is an international non-governmental organization whose mission is to transform lives by improving access to
safe water, hygiene and sanitation in the world's poorest communities. Founded by the UK water industry in 1981,
WaterAid has grown from strength to strength becoming one of the most respected international NGO's dealing solely with
water, sanitation and hygiene issues. In Tanzania, WaterAid has been working since 1983, helping to improve people's
access to safe water, sanitation and hygiene. We work with local partner organizations and communities on practical,
sustainable projects and influence district, local and national governments to effectively invest in these services. The
organization is now rolling out its new Country Strategic Plan (CSP) developed recently.

This is an exciting time to join WaterAid in implementing their new Country strategy. We need professionals who
passionately share our vision and have the influential leadership qualities to make this a reality in our country program.



We are now seeking to recruit highly self-motivated, enthusiastic and innovative persons for the following positions to be
based in Dar es Salaam. All posts are for 3 years fixed term contract; renewable upon mutual agreement.

1. Head of Strategic Support x 1






The Head of Strategic Support is a member of WaterAid Tanzania’s Senior Management Team (SMT). The ideal
candidate will be expected to perform with a high degree of professionalism and to produce work of excellent quality. You
will be expected to work independently, showing good judgment, and applying initiative and persistence to deal with the
unexpected and achieve the best result. You will continually make efficient plans for yourself, arranging and prioritizing
tasks so as to achieve maximum efficiency and effectiveness. You will take responsibility for overall strategic Support,
programme planning, coordinating, management, strategic funding and development of WaterAid Tanzania’s work. You
will lead in strengthening and guiding implementation of the field operations by WaterAid and its partners.



Requirements

The person should have a professional qualification in a relevant subject (preferably at Masters level) in social sciences,
environmental health, sanitary or civil engineering or development studies, with experience in participatory monitoring and
evaluation, proven experience in water and sanitation work in Tanzania context with sound knowledge of WASH (Water
Sanitation & hygiene), you should also have the ability to develop and manage projects including staff and budget
management, a strategic thinker that can translate development and fiscal plans with an excellent planning, program
formulation and budgeting skills.



2. Head of Research, Policy & Advocacy x 1




3. Administrative Assistant


The Head of Research, Policy and Advocacy (RPA) will lead a small team in the development of advocacy strategies,
which will result in sustainable improvements in the provision of safe water and sanitation in Tanzania. The post holder
leads WaterAid’s engagement with national level policy debates in the sector, drawing on robust research carried out at
local government and community levels. The incumbent also has a responsibility to ensure that the latest information from
these policy debates feed into WaterAid’s wider work. The post holder is also responsible for strengthening networking
and collaboration amongst sector stakeholders to encourage the development of pro-poor policies and the achievement of
water and sanitation sector goals. The post holder is a member of WaterAid’s Senior Management Team.



Requirements

You will hold a Bachelors degree in a social sciences field i.e. degree (preferably at Masters Level) in Development
studies or similar field with excellent communication skills, both verbal and writing in English and Swahili. You will have
the ability to critically analyse official policy and to develop credible pro-poor policy alternatives; with comfort in engaging
key decision-makers in policy discussions in a way that enhances the reputation of WaterAid as a credible and influential
interlocutor. You will possess excellent interpersonal skills and ability to work effectively in a politically sensitive


environment and forge effective working relationships at senior levels both internally and externally (including the media)
to influence key stakeholders.



3 Communications & Learning Manager x 1




4. Assistant


WaterAid is now working in an increasingly demanding environnent characterized by growing competition for shrinking
aid budgets. The country program is under pressure to demonstrate that the resources given to the Country Programme
make a visible and lasting impact. You are therefore expected to improve the quality of work of the Country
Programme and partners through ensuring effective monitoring, Documentation, learning and sharing of
Programme experience and knowledge. You will play a cruacial role to the delivery of quality communication and
learning opportunities within WaterAid for staff and partners at all levels. You will suppot the Head of Strategic
(Programme) Support to develop, document and deliver best practices for scale up in all areas relevant to WaterAid’s
water and sanitation service provision. You will also play a role in the delivery of quality reports and documents
coming out of WaterAid Tanzania.



Requirements

You will hold a relevant Degree in communications, Development studies or similar with excellent research,
communication and writting skills, both in Swahili and English. You will also have a sound financial management skills,
you will have computer litaracy with knowledge in Desktop publishing as well as web designing softwares e.g. Adobe
Photoshop, Frame Maker etc, plus profiency in the use of internet. You will have experience in proposal and report writing
and developing management systems.



4. Grants & Funding Manager x 1






Reporting to the Head of Strategic (Programme) Support you will develop and implement an effective fundraising strategy
that supports WaterAid works with poor communities. You will develop fundraising strategy and setting priorities, goals
and budgets; together with researching and identifying potential donors, cultivating potential donors and communicating
with current donors. You will maintain WaterAid’s existing fundraising programme and researching and implementing

new methods of generating income.



Requirements

The incumbent should be outgoing, confident, persuasive communicator with excellent writing skills. You will hold a
bachelor's degree in marketing, public relations or related field to the organization. You will be a team player with four to
five years experience with a proven track record of fundraising and prior experience with campaigns, with the ability to
give strong effective presentations and willing to travel occasionally.



5. Usafi Project Manager x 1






The Sanitation and Hygiene Project Manager will have overall responsibility for the planning, management, operation,
coordination and regular monitoring of the Usafi projects to ensure smooth implementation of the WaterAid sanitation
and hygiene promotion project activities including development, implementation, monitoring and evaluation as well
as strengthening the technical capacities of the project team members. You will ensure effective project planning,
implementation, budget management systems that meet WaterAid’s procedures and donor requirements. You will (a)
Coordinate all Usafi Projects and (2) Implement Hygiene Promotion Projects. You will be reporting to the Head of Usafi
and will work closely with relevant Project Managers and WaterAid Partners.



Requirements

You will hold a first degree in a relevant field i.e. Environmental Health Sciences or Public Health from a recognized
university/college OR knowledge and skills on IEC/BCC with proven good practice for at least three years in program and
people Managerial experience. You will have experience on Environmental Health and Hygiene practice in a developing
country including community based water, supply, and sanitation and Hygiene education. You will have a thorough
knowledge of poverty or gender issues in WATSAN Projects and a clear understanding and a commitment to linking
hygiene promotion with water and sanitation activities.






6. Public Health Engineer x 1






Reporting to Urban Project Manager; the purpose of this post is to support the capacity of local partners to plan and pilot
innovative sanitation and hygiene education programmes in rural and Periurban areas. With specific purpose of enabling
partner LGAs, small towns to understand the new approach and be able to scale up the approach.



Requirements

The person should have a first degree in a relevant field such as Bsc in Environmental Health science from recognised
university/college OR a Diploma in Environmental Health and Hygiene Science with atleast Five years practical proven
good proven good practice. An experience of atleast three years of Environmental Health and Hygiene practice in
developing country including community based water,supply sanitation and Hygiene education with experience in
participatory planning approaches.Proven experience of , effective intergration of gender and public , demostratable
commitment to linkinb hgiene promotion with water and sanitation activist. Abilty to work effectively and sometimes-
pressured environment as well as develop and maintaingood working relationships with partners.



7. Governance Officer x 1






Reporting to the Monitoring and Evaluation Manager the Governance Officer will be supporting the Strategic (Programme)
Support team in improving governance, Planning Monitoring and Evaluation of water and sanitation service delivery by
local government authorities; through effective leveraging of WaterAid’s experience through Policy engagement at the
national level, and service delivery at the district level.



Requirements:

The ideal candidate will hold a degree or professional qualification in related field with a minimum of three years in project
planning and implementation. You will have a significant experience in participatory project planning, implementing,
monitoring and evaluation. You will have a thorough knowledge of the Water and Sanitation sector in Tanzania with the
ability to provide capacity building/facilitation in planning and implementing development projects to an agreed work
plan. You will have a demonstrable commitment to excellent documentation and dissemination of project experiences



8. Technical Officer - Water Engineering x 1






Reporting to the Project Manager – Community Water Services you will provide quality technical support to the
Community Water Services field projects and to WaterAid partners that are involved in professional civil engineering work
associated with the planning, designing,construction and maintenance of community water supply schemes.



Requirements:

You will hold a degree or professional qualification and a Registered Engineer with a minimum of three years in project
planning and implementation. You will have a significant experience in participatory project planning, implementing,
monitoring and evaluation with a thorough knowledge of the Water and Sanitation sector in Tanzania. You will possess
the ability to provide capacity building/facilitation in planning and implementing development projects to an agreed work
plan.



9. Executive Assistant to Country Representative x 1






The position exists to assist the Country representative with administrative, logistical and coordination functions of
WaterAid’s programs in Tanzania and reports to the Country Representative; with links to the Senior Management Team
and the Regional team. You will be expected to support the Country representative in the day to day running of the office,
managing the CR’s diary, coordinating and ensuring effective communication between departments and partners;
organize administrative, program and logistical support for the CR and SMT, partners and meetings by liaising with Office
Administrator and program administrator and ensure proper procedures are followed. You will maintain records of
program documents and correspondence; draft correspondence and disseminate information covering program issues,
follow up pending issues and respond to queries; you will monitor and track strategic and management decisions and


action plans; plan, coordinate and facilitate management meetings, local and regional; prepare management reports for
the Country Representative and analysis of various reports from managers and identification of gaps for follow up.



Requirements:

A prospective candidate for this role should hold a university Degree, preferably in Business Administration
or Project management with strong evidence of related work experience. You should be experienced in
preparation of Annual/Quarterly budgets and reports. To be successful in this function you need to have strong analytical
and problem solving skills. You will need excellent communication skills both written and oral accompanied with advanced
computer skills. You should have an ability to liaise with multiple audiences/stakeholders with excellent organizational
aptitude and coordinating ability



10. Finance Officer x 1






Finance Officer Reports to the Financial Accounting Manager and Responsible for preparing financial statements,
maintaining cash controls, Maintaining accounts payable and managing office operations.



Requirements

The Finance officer must have a degree or a Diploma in Accounting, Business administration or any other related field.

You will have a knowledge and understanding of the NGO/development sector, with experience of handling accounts
payable and accounts receivables plus excellent computer skills particularly on excel. The ability to operate computerised
accounting packages is essential.



11. Administrative Assistant






Reporting to the Office Administrator, the Administration Assistant will be responsible for providing administrative support
for the WaterAid Country Office. The typical work will include:- dealing with internal and external correspondence, word
processing letters, memos, agendas, presentations and reports, monitoring stationery supplies and reordering when
necessary, maintaining office equipment, such as printers and photocopiers, answering the telephone and providing
switchboard cover and setting up and maintaining filing systems.



Requirements:

You will have a minimum qualification of Advanced Diploma or a Diploma in Business Administration with experience
working in a busy office; you will have a proven ability to work with minimum supervision; computer literate and competent
in using Word and Excel coupled with excellent verbal and written communications skills in Kiswahili and English
