Introduction and background:
Action Aid Denmark (AADK) works with local partners in a number of countries globally as a full member of Action Aid International (AAI). MS-TCDC, located in Arusha Tanzania, is the key training programme under AADK. The centre employs more than 80 full time staff. The centre provides high quality training, strategic capacity building interventions and consultancy services to civil society organisations and their partners. We also offer Swahili courses and conference facilities.
We provide training management support to our global partners from civil society (national and international NGOs), government, development partners, and private sector. Our main geographical focus is Sub-Saharan Africa but increasingly also other global locations. As part of our continuous adjustment to regional market needs and increasing engagement with AAI’s global thematic programs: Right to Just & Democratic Governance (2 vacancies) and Right to Food (1 vacancy), we are now looking for three new Regional Training & Development Advisors (RTDAs) in the following areas:
· Two RTDAs with Governance as primary skill area and with secondary skill area in Leadership Development/Strategic Capacity Building/Organizational Development or Food Rights
· One RTDA with Food Rights as primary skill area and with secondary skill area in Leadership Development/Strategic Capacity Building/Organizational Development
Overall Objective of the Regional Training & Development Advisors (all positions)
The Regional Training & Development Advisors, as part of the MS TCDC Training department, will ensure that the centre is updated on best practices, new trends and methodologies within their expert areas. They must contribute to the professional and demanding development training department performance culture.
The Regional Trainer/Advisors will participate in public debate and seminars. They will collate papers and research to continuously shape the thinking within and outside the organization, when it comes to recent thinking around the subject. They will participate in policy formulation and program activities whenever relevant.
The core responsibility for the Regional Training & Development Advisors, however, is to develop and deliver training, strategic capacity building interventions and consultancy services within their expert areas. This encompasses identifying strategic capacity needs in the TCDC focus market; develop new training products, market, coordinate and deliver standard and tailored training, capacity building interventions and consultancy services, and evaluate and improve training services quality.
Specific Functions (all positions):
To advise the MS-TCDC management team on all aspects related to training, strategic capacity building interventions and consultancy services in their expert areas. This includes to:
1. Identify and develop appropriate Training programmes with a focus on Governance (Accountability, Economic literacy, Empowerment, Corporate Governance and Rights Based Approaches, i.e.) and Food Rights (Sustainable Agricultural development, food production, -systems & security, and value chains & market/trade mechanisms) respectively.
2. Advise AAI Country Programmes and other development actors on issues within their expert fields during training or other capacity building interventions.
3. Work with other Development Partners to explore Governance or Food Rights models & prove capacity building support to Local Government Authorities.
4. Conduct periodic field visits/research/tracer studies. Distil key learning points, co-ordinate research and experiences/‘best practice’ and feed these into policy discussions within the AAI system.
- Advice the MS TCDC team on how to mainstream Governance and Food Rights as cross cutting issues and promote coherence across MS TCDC training program.
- Ensure that the reporting arrangements are fulfilled and that good technical feedback is given on programme implementation.
- Keep abreast of the latest thinking with regard to Governance or Food Rights (including EA decentralization programs, Agricultural programs, i.e.) and actively participate in relevant policy and programme dialogues.
- Represent MS TCDC at Governance or Food Rights relevant meetings, workshops and seminars to advocate for AAI priorities.
Qualifications, skills and experience (all positions)
· A Masters degree/PhD in social sciences or Agriculture/Food Rights is required.
· Working experience of training/advising at a senior level in a development organisation and/or concrete experience with applying governance or food rights related frameworks and tools, secondarily with Leadership Development and OD:
o Governance: Social Accountability; Corporate Governance; Rights Based Approaches; Budget tracking/PETS and PIMA cards; Policy analysis and advocacy; Decentralization frameworks; PSDA tools; Civic Engagement and education; The role of media and access to information; PCA and study circles)
o Food Rights: Value chain methodologies; Land Rights; Trade Justice & Mechanisms; Climate Change issues; Food Production & Security enhancement; Gender topics in Agriculture; Pro-poor farming policies and practices; Natural Resources Management & Governance; Participatory Forest Management;
o Leadership Devl./Strategic Capacity Building/Org. Development: Coaching, Balanced Scorecards; Performance Management; Appreciative inquiry; Strategic Management; Vision and value based leadership; Change Management; Organizational assessment & capacity building; Competency frameworks & Talent Management (especially of women talents/networks).
· Knowledge and experience with modern adult learning and social transformation methodologies – A solid understanding of Training Management best practices
· At least five years working experience with Governance or Food Rights issues.
· Experience in working with civil society on governance and democracy subjects
· Excellent written and oral communication skills (including computer literacy)
· Be able to display creative thinking, convincing facilitator and influencer, assertive and analytical with flexibility to work in a multi-disciplinary, multi-cultural team.
· An advantage is to have concrete experience from governance (Local Government Reform Programmes, Deepening Democracy programs, Legal Reforms, i.e.) or Food Rights (Kilimo Kwanza, Agricultural reforms, i.e.) reform programs.
Terms and conditions
The position will be based at the MS-TCDC training centre in Arusha. The position is offered under Action Aid International’s International/National terms and conditions typical for regional profiles with a fixed term contract for 3 years with the possibility of extension depending on the future programmatic focus and market needs for TCDC training services. We are looking for 2 – 3 African nationalities and perhaps 1 Asian.
