Database Administrator


Database Administrator



The Revolutionary Government of Zanzibar and The Government of Finland through its Ministry for Foreign Affairs are implementing the second phase of Sustainable Management of Land and Environment Programme (SMOLE IT) for the years 2010 - 2013. The Programme Office is located in Stone Town, Zanzibar.

The Programme is implemented by three departments under the Ministry of Water Energy Construction and Lands: (1) Department of Surveys and Urban Planning (DoSUP); (2) Department of Land and Registration (DoLR); and 0) Department of Land Administration (DoLA) - and by two departments under the Ministry of Agriculture, Livestock and Environment: (4) Department' of Environment (DoE): and (5) Det>artment of Commercial Crops, Fruits and Forestry (DoCCFF)

The Programme will invest significantly in strengthening the targeted institutions, including the human and technical capacity. With respect to the latter goal the project management has decided to hire 4 ICT staff for two years to manage and develop further an integrated information system that supports the activities of departments mentioned above. In addition they have to train department employees to be ready to take over after the assignment is finished. The 4 ICT staff include: database administrator, software developer, system administrator and help desk.

SMOLE II Programme Office, therefore, invites Tanzanian ICT professionals to submit their applications to some of the positions described below.

DUTIES:

• compile, validate, process and integrate data in databases;

• update and revise the data for research, reports and publications, if necessary;

• facilitate the collection and exchange of data;

• co-operate with software developer

• assist programs for capacity building in the departments;

• Perform any other duties as required.

Qualifications:

• Applicants must hold at least a degree in computer science and have proven expertise in the area he/she applies for, comparable education and expertise can be considered.

Professional experience:

Candidates must have at least three (3) years relevant professional experience and practice with progress in their respective areas of duties and responsibilities.

Languages and General Skills

• Proficiency in English and Kiswahili.

• Ability to work in a multicultural environment, a team of people with different experiences and from diverse backgrounds;

Main duties and responsibilities:

• Administer network workstations, utilizing one or more TCP/IP or non- TCP/IP networking protocols.

• Investigate user problems, identify their source, determine possible solutions, test and implement solutions.

• -Install, configure, and maintain workstations, file ervers, wireless networks, cabling network, (LANIW AN) d~ and adds or upgrade and configure network related equipment

• Plan and implement network security, including building firewalls, applying cryptography to ne~rk applications, managing host security, file permissions, backup and disaster recovery plans, file system integrity, and adding and deleting users.

• Troubleshoot networks, systems, and applications to identify and correct malfunctions and other operational difficulties.

• Identify utilization patterns and their effect on operation/system availability and performance expectations.

• Anticipate communication and networking problems and implement preventive measures.

• Ensure timely user notification of maintenance requirements and effects on system availability.

• Investigate, recommend and install enhancements and operating procedures that optimize network availability.

• Maintain confidentiality with regard to the information being processed, stored or accessed by the network.

• Document network problems and resolutions for future reference.

• Other duties as assigned.

• Responsibilities may require evening and weekend work in response to needs of the systems being supported.

Help Desk/Trainer

• Determine source of computer problems (hardware, software, user access, etc.).

• Advise staff on appropriate action.

• Serve as liaison between department staff and the ICT unit to resolve issues.

• Work one-on-one with staff on applications assistance.

• Provide recommendations on department applications best use.

• Answer staff questions in person and via phone on all departments supported applications.

• Perform hardware and software installations.

• Provide on-the-job assistance to new department staff members.

• Provide computer orientation to new department staff.

• Document resolutions for future reference.

• Other duties as assigned.
