1. Background
 

Community-managed disaster risk reduction (CMDRR) is a major component of the ECHO La Nina III project whose specific objective is to enhance the capacities of communities in anticipating and responding to shocks.  

The project targets arid lands of Northern Kenya (Isiolo, Mandera, Turkana, Marsabit, Moyale, Garissa, Wajir, Baringo, Pokot and Samburu), a region that has suffered recurrent drought and extreme climatic conditions with devastating effects on the lives of people, the environment and communities’ livelihoods.  

Drought occurrence and cycle has been increasingly reducing from 10 years to 5 years or less, undermining the traditional resilience and making it difficult for communities to fully recover from shocks.

The project is implemented by a consortium of 6 NGOs (ECHO La Nina III Consortium), namely, Oxfam (Consortium Lead), VSF Belgium, VSF Swiss, VSF Germany, Concern and ACTED. 

The other components of the project include WaSH, animal health, conflict prevention/mitigation and advocacy work as well as having a joint contingency plan.

CMDRR facilitators will work with community groups in developing community-managed DRR plans that shall be linked with the district and county DRR structures and plans so as to draw on resources from the government and other stakeholders.

Beneficiaries    

The total number of direct beneficiaries for the response is 222,458 households with 1,334,750 individuals (average of 6 individuals per household)..

Objective of the training
 

The objective of the CMDRR training is to strengthen the institutional and staff capacities to facilitate CMDRR process, identify strategies and actions that are most effective in reducing the risk of disasters. 

It is to work with local communities to identify and analyze the hazards, vulnerabilities and capacities and to develop an action plan that will be effective, sustainable and applicable to the context in which they are working. 

Through the CMDRR training, the consortium partners and their target communities are expected to identify and implement innovative projects that increase the resilience of the community against common hazards.

Specific objective
 

The specific objective of the proposed training will be to improve the knowledge and technical competence of the ECHO La Nina III consortium partners, focal communities and respective counterparts in applying/ integrating DRR in the design and implementation of emergency preparedness, response, recovery and sustainable development programmes/project for food and livelihood security.

Target
 

Trainees will comprise of 116 technical, non-technical project/programme consortium partners’ staff, government and local partner staff including community champions/volunteers or mobilisers who will be involved in the implementation and management of the CMDRR component of the consortium project in the afore-mentioned target counties.  

This proposed training will therefore intend to equip these target staff with the necessary capabilities to integrate the CMDRR approach in their respective project activities.  

As a result, the participants will be able to effectively apply the tools and CMDRR approach and principles which can guide the design, implementation and monitoring and evaluation of interventions that contribute to the resilience of the communities targeted.

Expected results
 

At the end of the training, participants should be able to:

• Understand and apply CMDRR concepts, principles, process and applications for building disaster resilient communities as well as implement projects/programmes that ensure community participation.
• Analyze various disaster risk reduction frameworks and models with special focus on common hazards in the area of their operation.
• Identify and analyze different types of hazards and examine community managed approaches to reduce disaster risk in their specific context.
• Facilitate the process of participatory risk analysis and assess the impact of major hazards like drought, floods, disease epidemics, conflict, HIV/AIDS, and other common hazards
• Facilitate the development of community managed disaster risk reduction plans.
• Make a post-training action plan and follow up strategies.

Deliverables
 

At the end of the training the following output is envisaged:

• 116 project/programme consortium partners’ staff, government and local partner staff including community champions/volunteers or mobilisers representatives are taken through a starters CMDRR training course that covers CMDRR concepts, principles, process and applications for building disaster resilient communities.
• Each trainee is supported to develop a workable action plan for implementation after the training.
• Adequate training and reference materials are supplied to all the 116 participants.
• A concise process report that clearly captures discussions from the participants and emerging recommendations and action points.

Training methodology
 

The training methodology shall include but not limited to:

• Short lectures by facilitators to introduce new concepts and stimulate discussion
• Individual exercises and group work
• Plenary discussions
• Field work
• Question and answer sessions;
• Energizers and other management games to build teams break the ice and retain attention
