Job: AMFm TA and Study Coordinator -Zanzibar
In 2009, the Global Fund to Fight AIDS, Tuberculosis, and Malaria approved the launch of an ambitious new initiative to increase access to malaria treatment around the world. Initially, the Affordable Medicines Facility-malaria (AMFm) is available to 9 pilots in 8 countries in Africa and Southeast Asia that account for more than one-third of the global malaria burden. The participating countries have developed detailed plans and are now in various stages of planning, launch, and full implementation of the AMFm and corresponding supporting interventions. The Clinton Foundation Health Access Initiative (CHAI), in collaboration with other organizations within the Roll Back Malaria Partnership, has provided technical assistance to countries in the application process and is committed to continuing this support throughout the preparation and implementation phases of the AMFm and in some countries the related operational research (OR) studies.
The United Republic of Tanzania is implementing two separate AMFm pilots, one for Tanzania mainland and another for Zanzibar. The National Malaria Control Program on the Mainland has been implementing the AMFm program since November 2010 with the support of two dedicated CHAI staff members. Zanzibar has been slower to begin implementation as result of a number of administrative delays. In May 2011, the first order of co-paid ACTs arrived in the private sector and in late-June they officially marked the beginning of the pilot with a national launch of the program. As the AMFm is a time-bound pilot, there is a need to support the government, nongovernmental organizations, and private businesses to rapidly implement the supporting interventions such as provider training and monitoring and evaluation system (M&E).
CHAI, in collaboration with partner organizations and key malaria policymakers, has developed an OR portfolio that seeks to address critical outstanding questions regarding how access to malaria treatment can be improved in the context of the AMFm. The projects in this portfolio have been designed to provide rigorous evidence of the impact of various policy innovations that aim to improve the targeting and increase the reach of anti-malarials into the poorest and most remote areas. The OR project in Zanzibar is still being developed and there is a need to quickly get the project off the ground. The project aims to strengthen diagnosis and assess the feasibility of effectively introducing malaria rapid diagnostic tests (RDTs) for fever patients into Zanzibar's private healthcare sector.
CHAI is currently seeking a highly motivated, entrepreneurial individual with outstanding problem-solving, managerial, analytical, and communication skills to support the implementation of AMFm and the related OR study in Zanzibar. Responsibilities will be split appropriately between providing technical assistance to the AMFm and implementing the OR study. The AMFm study coordinator would serve for a period of 12 months starting from August 2011 and be located in Stone Town, Zanzibar with modest travel in the country (both in the mainland and Zanzibar) and in the region.

- Liaise with the government, partners, and the private sector to ensure strong communication during the implementation of AMFm;
- Coordinate with other initiatives in-country to ensure that AMFm-related activities fit within a broader national context and strategy;
- Work with the Zanzibar Malaria Control Program (ZMCP) and other implementers to respond rapidly to queries from the Global Fund regarding disbursement of funds, reporting, scenario planning exercises and contracts;
- Build capacity of the AMFm focal point within the ZMCP, the AMFm Coordination Body, and other in-country partners to manage the AMFm program
- Assist the ZMCP to enhance and accelerate the implementation of the AMFm marketing campaign focusing on brand recognition, messaging around ACTs and diagnosis/treatment;
- Assist in-country partners with the development and implementation of a real time M&E system of the private sector and subsequently the analysis of collected data;
- Liaise with relevant in-country actors to garner political support for the regulatory changes necessary to expand the private sector distribution network, reduce the use of less-effective anti-malarial treatments, strengthen the prescription only policy for anti-malarials and improve overall targeting of ACTs;
- Assist the Drug Access Team and Malaria Financing Team with information gathering and analysis related to Zanzibar.
- Support project implementation including: conducting baseline assessment, implementing the intervention, participating in data collection, managing a field team of surveyors, assisting with preliminary data analysis
- Liaise regularly with and working under the guidance of the Principal Investigators leading the study
- Manage data collection protocols
- Develop and oversee data management processes
- Conduct quality control of data as it comes in from the field
- Liaise with the Government of Zanzibar and other stakeholders in the malaria community
- Write project reports and helping draft policy memos
- Support other dissemination tasks as needed
- At least 2 years of professional experience after university graduation
- Experience in social science field research
- Exceptional problem solving skills and analytical capabilities
- Strong written and oral communication skills
- Excellent management and organizational skills
- Exceptional attention to detail
- Strong interpersonal skills and ability to build relationships with senior government and NGO representatives
- Ability to work effectively in a challenging political and multicultural environment
- Ability to absorb and synthesize a broad range of information
- Ability to work independently in unstructured settings, and communicate effectively within a remote, decentralized team
- Willingness to travel frequently and to do field work
- Flexibility, self-motivation, and an ability to manage multiple tasks efficiently
- Experience in and knowledge of Africa
- High level of proficiency in relevant computer applications particularly Excel, PowerPoint and Word
- Advanced degree in economics, public health, public policy, social sciences or related fields
- Experience in management consulting, finance, and/or relevant private sector work is a plus
- Experience living and working in other developing countries
- Experience with survey implementation strongly preferred
- Knowledge of STATA strongly preferred
