Regional Director Finance and Administration

Panos Eastern Africa is south-led regional information and communications for development,
not for profit, non government organization that believes quality information is a right for all
and a tool for development. Panos is a part of a global network of institutions operating in
Europe (London and Paris); Canada, Caribbean, Southern Africa, West Africa and South Asia and
has its Head Office in Uganda with country offices in Ethiopia, Kenya and soon in Tanzania.
Panos works with civil society, the media, policy-makers and international agencies in 8
countries in the East and the greater horn of Africa i.e. Uganda, Kenya, Tanzania, Ethiopia,
Djibouti, Somalia, Eritrea and the Sudan.

Panos Eastern Africa’s ultimate goal is to reduce poverty through strengthening independent
journalism and information flows for poor and marginalized people, generating greater
commitment to the role of media and communication among development policy-makers.

We are currently recruiting a Regional Director Finance and Administration for our Head office,
based in Kampala in Uganda to provide leadership in financial Management; Administration;
Operations and Human Resources in both the Head Office and the Country Offices.

The role

. Financial Management - oversight of all financial aspects of the organization. These
include accounting, budgeting, financial reporting, annual audits, and strategic planning.




. Human Resources, Information Technology and Administration - oversee all aspects of
human resources, IT and Administration in Panos Eastern Africa. This includes
supervising administrative staff, office management, upkeep of computer system,
oversight and coordination of personnel matters, and oversight of corporate and legal
obligations
. Administration and Operations – which include Design and maintain administrative
policies , Ensure smooth running of equipment and IT systems; review outside vendors
and consultants and procedures; Oversee organization’s Assets, leases and contracts;
Corporate oversight - Oversee risk management policies and Oversee internal
communications
. Human Resources - Develop the Organisations human resources, enhancing
professional development, compensation and benefits, performance evaluation,
training and recruiting; Serve as primary liaison with all contacts for benefit providers
and ensure timely and accurate payments for all employee benefits and




The Person Attributes and Competencies

. A university degree such as Bachelors Degree in Commerce /Bachelors Degree in
Business Administration with a major in Finance or Accounting. Must be a full chartered
Accountant/Certified Public Accountant qualification (or equivalent) with a minimum of



five years post qualification experience, with at least three years at a senior supervisory
role.
. Must have proven knowledge of generally accepted accounting principles and good
knowledge and understanding of non-profit accounting. Experience with restricted and
unrestricted fund balance accounting for nonprofits.
. Proven track record with managing clean audits.
. Experience with accounting systems – SUN systems is a must with at least 5 years
experience
. Requires proven experience in treasury activities, establishment and monitoring of
budgets and an understanding of data processing, concepts and systems. Computer
literacy and working knowledge of spread sheet applications such as excel is essential
. Excellent management and administrative skills and experience is essential. Must have
good oral and written communication skills, Good interpersonal skills, team building
skills and ability to work in cross cultural environment with a multi-national staff
. Must be fluent in English
. Regional Work Experience is a Must
. Experience and skill in managing multiple projects simultaneously.
. Experience supporting programme / grant development,
. Experience or ability managing and training others




Languages

Fluency in English is a Must



Location and Travel

The post is based in our Head Office in Kampala and there is an expectation that the post holder
will travel within and outside the region
