The Higher Education Students' Loans Board was established under Act NO.9 of 2004 and started operations in July, 2005. The main functions of the Board include the following:-
(i) To issue loans to eligible and needy Higher Education Students;
(ii) To keep records of loanees and amounts granted to them;
(iii)To collect repayments for all loans issued to students since 1994 so as to re-Iend the funds to other needy Tanzanian students;
(iv) To maintain collaborations and a networking with key stakeholders including Higher Education Institutions, Employers and Loans beneficiaries;
(v) To advise the Government on matters relating to issuance and recovery of Students' Loans.
The Board commenced operations in July, 2005 and has, since then, been strengthening its
Work force in suiting to the demands and of its responsibilities.
In order to enhance and strengthen operations of the Board, The Board now invites Applications from qualified Tanzanians for the positions listed below:-

Planning Manager 1 Post (Heslb Scale 10)
Qualifications and Experience;
Holder of Postgraduate Degree in Economic Planning, Education Planning, Economics or Statistics with at least five (5) years work experience at a senior position in a reputable organization preferably in Planning field.
Excellent communication skills in both English and Kiswahili and Computer literate in Word Database, Spread Sheet and or Access.
Duties and Responsibilities:
• To analyze priority areas for development in planning interventions in the Education Sector;
• To Compile inputs for preparation of Annual, Re-cast and or Supplementary Budgets of the Board using the Public Institutions Budget Preparation Framework;
• To ensure timely preparation and implementation of operational plans/action;
• To Prepare Loanable funds cash flow projections for submission to the Parent Ministry;
• To analyze various Board reports and Programme/Project
documents and provides comments and advice;
• To follow up implementation of Annual Plans and Budgets;
• To initiate preparation of annual budget guidelines;
• To check and ensure accuracy of the database for all statistics relating to Board's operations;
• To initiate formulation of projects and their sources of finance;
• To initiate recommendations on alternative courses of action in evading risks facing implementation of Board's plans;
• To initiate review of strategic Plan of the Board;
• To Propose studies, topics for special research pertaining to enhancement of Board's operations;
• To perform any other functions as may be directed by Assistant Director Planning and Research.

Manager Loans Recovery 1 Post (Heslb Scale 10)
Qualifications and Experience;
Holder of Postgraduate Degree in Finance Management, Education, Accountancy, Economics, Business Administration or Banking with at least five (5) years work experience at a Senior Position in a reputable Organization preferably in Loans Management and Recovery field.
Excellent communication skills in both English and Kiswahili and Computer literate in Word Database, Spread sheet and or Access.
Duties and Responsibilities:
• To identify or track Loans defaulters since 1994 for the purpose of recovering the loans;
• To study Loans contracts or agreements entered into between students and the Government/Board since 1994 and contact the Guarantors of defaulting loanees before taking legal action;
• To verify calculations and establishes the amount of Loans to be recovered from each loan defaulters;
• To ensure re aration of a Register or Record of identifiedLoans for recovery;
• To ensure formulation of appropriate mechanisms for recovery of overdue Loans;
• To report to the Assistant Director Loan Recovery all matters for disposal and which requires recovery measures;
• To maintain the list of all Loans defaulters from repayment Department;
• To scrutinize and verify the amount from the list of all Loans defaulters received from Repayment Section;
• To retrieve relevant information for Loans recovery from loan contracts or agreements entered into between loanees and the Government;
• To investigate and verify the where about of all Loans defaulters received from repayment department;
• To perform such other functions as may be directed by Assistant Director Loans Recovery.

Manager Loans Disbursement - 1 Post
(Heslb Scale 10)

Qualifications and Experience;
Holder of Postgraduate Degree in Finance Management, Education, Accountancy, Economics, Business Administration or Banking with at least five (5) years working experience at a Senior position in a reputable organization preferably in Loans
Management and Recovery fields.
Excellent communication skills in both English and Kiswahili and Computer literate in Word Database, Spread Sheet and or Access.
Duties and Responsibilities:
• To check information provided in Invoice and requests for -Disbursement of Loans;
• To check all entries in the loans application register and in the computer systems;

• To supervise data entry into computers7"
• To prepare written response on students' complaints;
• To identify qualified loans recipients and endorse them for
Disbursement;
• To prepare Loans Disbursement Schedules;
• To prepare progress reports on Loans Disbursements;
• Performs other functions of the Board as may be assigned by the Assistant Director Loans Recovery

Manager Loans Allocation - 1 POST (HESLB SCALE 10)
Qualifications and Experience;
Holder of Postgraduate Degree in Finance Management, Education, Accountancy, Economics, Business Administration or Banking with at least five (5) years working experience at a Senior Position in a reputable organization preferable(ly) Loans Management and Recovery field .
Excellent communication skills in both English and Kiswahili and Computer literate in Database, Spread Sheet and or Access;
Duties and Responsibilities:
• To follow up admission lists, examination results and registration lists, and other relevant information for loans processing;

• To edit entries requiring correction in the computer loans application register and in the computer system;
• To conduct and supervise data entry into computers;
• To respond to students' complaints;
• To recommend qualified loans applicants and endorse them for loans consideration;
• To compile reports related to loans allocation prepared by subordinate Officer;
• To follow up list of registered loans beneficiaries and ensure its maintenance;
• Performs other functions of the Board as may be assigned by the Assistant Director Loans Allocation
