PhD Position in Medical Sciences at Uppsala University in Sweden

The Disciplinary Domain of Medicine and Pharmacy at Uppsala University consists of two faculties comprising twelve departments where students are taught and research is conducted.

The main task of the PhD student will be to identify the key players in tumourigenesis of endocrine organs by genomic, genetic, epigenetic and proteomic analyzes. The aim is to provide insight into the processes resulting in neuroendocrine tumors (NET). The goal of the research is to look at various endocrine tumors, (mainly NET frpm the small intestine and adrenal tumors), to identify new biomarkers, new diagnostic markers, and enhance imaging protocols. Previous research has shown that these tumors have some genetic linkage, the goal is to look further and deeper into this theory and attempt to solidify new genetic mappings that could lead to an eventual alteration in the treatment protocol of patients diagnosed with these pathologies.

EligibilityThey seek a highly motivated creative person with a strong interest in interdisciplinary research.

DRILL AND BLAST SUPERVISORS (3)

Reporting to the Drill and Blast Foreman we seek to appoint a Drill and Blast Supervisor at our Buzwagi Gold Mining Operation.
Roster type: 7 days night shift, 7 days day shift and 7 days off

KEY RESULT AREAS/ESSENTIAL FUNCTIONS

  •  Ensure that working conditions are in compliance with Tanzanian Explosive Regulations, Mining (safe working) Regulations 1999) and Barrick Buzwagi Health Safety and Environmental site requirements.
  •  Provide Leadership necessary to ensure that employees and contractors adhere to safety standards that exceed world industry standards and any applicable legislation and achieve Zero Lost Time Injury (LTI) Frequency Rate.
  •  Supervise operator practices to ensure ZERO damage to equipment and Placement of tower lights on time for the night shift, and at the right place
  •  Organize supply of rock drilling tools, care and efficient utilisation including coordinating sharpening and hammer rebuild in a timely fashion.
  •  Ensure the rigs are well set up on the drill pattern to avoid accident and avoid bad utilization of the rigs (movement of the rigs when drilling).
  •  Co-ordinate with Geology and Mine Supervisors for timely availability of floors for blast holes drilling.
  •  Report breakdowns, equipment damage, safety near miss incidents and accidents according to the procedures laid out including completing the Shift report at the end of each shift.
  •  Deputise for Drill and Blast Foreman as required.
  •  Any other duties that may be assigned to fulfill the overall business objective.
PROFESSIONAL SKILLS

Education Requirements:
 Tertiary Qualification in Mining/Secondary Education
 Blasting Competence/Certificate
Experience Requirements:

  • Minimum of 5 years in large open pit hard rock mining with at two years recent experience in RC or large diameter DTH drilling.

MINE SHIFT SUPERVISORS (4)

Reporting to the Mine Foreman we seek to appoint a Mine Shift Supervisors at our Buzwagi Gold Mining Operation.
Roster type: 7 days night shift, 7 days day shift and 7 days off

KEY RESULT AREAS/ESSENTIAL FUNCTIONS

  • This role is a Supervisory role and is accountable for ensuring the Production Team is well aligned, supported and motivated to achieve the targets.
  • Ensure Field Level Risk Assessment (FLRA) is carried out before commencement and during execution of tasks. Ensure that working conditions are in compliance with the Barrick Occupational Health, Safety and Environmental site requirements and that works are performed to the approved Safe Working Procedures (SWP). In conjunction with the Mine Foreman, ensure that the shift crew is correctly allocated and assigned.
  • Direct supervision of working locations – Pits, Waste Dumps, Haul Roads and ROM Pad to ensure that personnel operate the equipment safely and efficiently to achieve the production targets.
  • Preparation of daily digging plan in conjunction with the Pit Production Engineers and develop the work plan for face advances to achieve the desired plan.
  • In conjunction with the Dispatchers ensure that the mining fleet is optimally utilised.
  • Co-ordinate with Geology and Drill Supervisors for timely availability of floors for grade control and drill and blast respectively.
  • Report breakdowns, equipment damages, safety near misses, incidents and accidents according to the Barrick laid out procedures including completing the Shift report at the end of each shift.
  • Any other duties that may be assigned to fulfil the overall business objective of the organisation

PROFESSIONAL SKILLS

Education Requirements:

  • Tertiary Qualification in Mining/Secondary Education
  •  Able to drive and hold a Tanzanian driving license
Experience Requirements:
  •  A minimum 5 years relevant experience in the mining industry as a Supervisor, Leading Hand or Foreman.
  • Experience in large open pit operations utilising excavators and trucks is essential.
  • Ability to interpret mine plans and effectively communicates targets and goals.
  • Prior use of and understanding of Dispatching Software will be an added advantage

MAINTENANCE TRAINING FOREMAN

Reporting to the Training Superintendent we seek to appoint a Maintenance Training Foreman at our Buzwagi Gold Mining Operation.
Roster type: 6 weeks on, 3 weeks off

KEY RESULT AREAS/ESSENTIAL FUNCTIONS

  • Develop and implement training strategies and programs to support the development and enhancement of the skills and knowledge of the Buzwagi Process Plant workforce in support of workplace objectives
  • Mentor and provide guidance to Training staff in support of established training programs
  • Closely monitor the progress of trainees and take appropriate action to ensure that participants achieve the required standard of competency in a safe and cost efficient manner
  • Develop, coordinate and ensure implementation of Maintenance operating programs in association with the Maintenance Trainers
  • Establish and maintain, in coordination with administrative staff, an efficient system for the recording of all training and competency assessment checks
  • Provide on a monthly basis, a detailed report of training activities and statistics conducted during the period to the Health, Safety & Training Manager
  • Provide input into the establishment of an annual training budget
  • Provide specialised safety related training for employees in relation to identified concerns such as fatigue management, hearing protection, risk management etc.
  • Periodically fulfil the responsibilities and accountabilities of the Health, Safety & Training Manager
  • Any other duties deemed appropriate by the Health, Safety & Training Manager

PROFESSIONAL SKILLS

Education Requirements:
  •  Mechanical Fitter Machinist Trade background
  •  Certificate IV in Training and Assessing
Experience Requirements:


  • Minimum of 5 years experience in maintenance of a processing plant environment in a supervisory role with a minimum of 2 years experience supervising highly regarded training within that environment
  • Sound understanding of training and development strategies
  • Workplace training and assessing experience with a focus on the training of site personnel in safe work practices. Equipment or plant operating experience

HATIMAYE Rais Jakaya Kikwete amesikiliza kilio cha wabunge, vyama vya siasa, wananchi wa kawaida na wanaharakati kutaka mawaziri waliohusishwa na kashfa kwenye ripoti ya Mdhibiti na Mkaguzi Mkuu wa Hesabu za Serikali (CAG) wajiuzulu baada ya kukubali kulisuka upya baraza lake.Taarifa ya Rais Kikwete kutaka kulisuka upya Baraza la Mawaziri ilitangazwa jana na Katibu wa Itikadi na Uenezi wa CCM, Nape Nnauye alipokutana na waandishi wa habari, Dar es Salaam muda mfupi baada ya kumalizika kwa kikao cha dharura cha Kamati Kuu ya CCM.

Mawaziri ambao wizara zao zilibainika kuwa na vitendo vya ubadhirifu wa mali ya umma katika ripoti hiyo ya CAG na hivyo kushinikizwa kujiuzulu ni Waziri wa Nishati na Madini, William Ngeleja; Waziri wa Uchukuzi, Omari Nundu; Waziri wa Fedha; Mustafa Mkulo na Waziri wa Nchi, Ofisi ya Waziri Mkuu, Tamisemi, George Mkuchika.

Wengine ni Waziri wa Maliasili na Utalii, Ezekiel Maige na Waziri wa Afya na Ustawi wa Jamii, Dk Haji Mponda na Waziri wa Viwanda na Biashara; Dk Cyril Chami.

Nape alisema Kamati Kuu iliyokutana jana ilipokea taarifa mbili ikiwemo uamuzi huo wa Rais kulisuka upya baraza la mawaziri kutokana na ripoti ya CAG.

“Kamati Kuu imepokea taarifa kubwa mbili, taarifa ya Kamati ya Uongozi ya Wabunge wa CCM na Kamati ya Wabunge wa CCM kwa upande mmoja na taarifa ya Kamati ya Uongozi ya Wawakilishi wa CCM kwa Bara na Zanzibar,” alisema Nape.

Alisema pamoja na taarifa hizo, Kamati Kuu ilipokea taarifa ya jinsi Rais alivyopanga kuchukua hatua za kuwawajibisha mawaziri na watendaji serikalini na viongozi wa mashirika ya umma waliobainika kuhusika na ubadhirifu ulioainishwa na CAG, kamati za kudumu za Bunge na wabunge.

“Kamati Kuu inatambua na kuheshimu haki na wajibu wa wabunge kujadili utendaji wa Serikali yao. Inapongeza juhudi za Serikali kuhakikisha kuwa ripoti ya CAG inajadiliwa kwa uwazi na hivyo kuibua upungufu uliojadiliwa,” alisema Nape.

Alisema kutokana na hilo, Kamati Kuu imeridhika na imebariki uamuzi wa Rais kulisuka upya baraza la mawaziri na taasisi nyingine zilizoainishwa katika ripoti hiyo ya CAG.

“Kamati Kuu imesisitiza utekelezaji wa uamuzi huo wa Rais ufanywe mapema iwezekanavyo," alisema na kuongeza kwamba Rais anaweza kuwabadilisha mawaziri na kuwawajibisha wale ambao kutokana na uzito wa tuhuma zilizopo kwenye ripoti ya CAG, wanapaswa kuwajibishwa.

"Taarifa ya CAG ndiyo ambayo ukiipitia inaonyesha nani atawajibishwa kutokana na uzito wa tuhuma,” alisema Nape.

Alipoulizwa lini Rais amepanga kulisuka baraza hilo la mawaziri, Nape alijibu: “Wakati wowote na haraka iwezekanavyo.”

Alisema kabla ya Rais kutoa uamuzi huo, alikutana na Waziri Mkuu, Mizengo Pinda juzi ambaye alimpa ripoti nzima ya mambo yaliyojiri bungeni.

Alisema CCM hakijatikiswa na sakata la mawaziri hao na kwamba suala lililopo mbele yao ni kuwawajibisha... “Tunajivunia tumelifikisha suala hili hapa kutokana na mfumo."

Katika Mkutano wa Saba wa Bunge la 10 mawaziri hao walishinikizwa wajiuzulu kiasi cha wabunge kumkalia kooni Waziri Mkuu, Pinda baada ya ripoti hiyo ya CAG kubainisha ubadhirifu wa fedha za umma kama ilivyowasilishwa bungeni na wenyeviti wa kamati za tatu za Bunge.

Taarifa za ndani ambazo zilipatikana baada ya kikao cha wabunge wa CCM kilichofanyika Dodoma zilieleza kuwa wabunge wa chama hicho waliagiza mawaziri hao wajiuzulu kutokana na kushindwa kufanya kazi zao kikamilifu.

Baada ya kikao hicho Katibu wa Wabunge wa CCM, Jenista Mhagama aliwaambia waandishi wa habari kuwa wamekubaliana kwamba uamuzi uliofikiwa katika kikao cha wabunge wa CCM ungetolewa baadaye na Mwenyekiti wa Wabunge wa CCM Waziri Mkuu, Mizengo Pinda.

Vyanzo vya ndani ya kikao hicho vilimnukuu Pinda akiwataarifu wabunge kwamba mawaziri wanane walitakiwa kuandika barua za kuachia nafasi zao.

Chami ajikosha

Wakati akiwa amekalia kuti kavu, Dk Chami amesema amemwandikia barua Rais Kikwete akitaka amwajibishe Mkurugenzi Mkuu wa Shirika la Viwango Tanzania (TBS), Charles Ekelege.
Hatua hiyo ya Dk Chami imekuja baada ya wabunge kuchachamaa bungeni wakitaka Waziri Chami ajiuzulu kwa kile kinachodaiwa kumkingia kifua mkurugenzi huyo.

Licha ya shinikizo hilo, Waziri Chami alikuwa akijitetea kuwa asingeweza kumchukulia hatua mkurugenzi huyo bila kuwa na tuhuma ambazo zingempa nguvu ya kumshauri Rais.

Dk Chami alikuwa akisema kuwa hadi bunge linamalizika mjini Dodoma wiki hii alikuwa hajaiona ripoti ya Kamati Ndogo ya Bunge iliyomchunguza Ekelege ambayo ingemsaidia kupata tuhuma zinazomkabili.

“Hata ripoti maalumu ya ukaguzi iliyofanywa na CAG mpaka wabunge wanapaza sauti pale bungeni sikuwa nimeiona na Ekelege ni mteule wa Rais nitamwambia Rais amefanya nini?”

Mkurugenzi huyo mkuu anatuhumiwa kuisababishia Serikali hasara ya Sh18 bilioni kutokana na utendaji mbovu katika kusimamia ukaguzi wa magari yanayoingia nchini uliokuwa ukifanywa na mawakala nje ya nchi.

Dk Chami alithibitisha jana kuwa baada ya kupokea taarifa ya CAG Aprili 18, mwaka huu siku iliyofuata alimwandikia barua Rais akimuomba amsimamishwe kazi Ekelege.

Alisema amemuomba Rais afanye mambo mawili, kumpa likizo ya malipo ili kupisha uchunguzi wa tuhuma zinazomkabili na pia airuhusu Bodi ya Wakurugenzi kuteua kaimu katibu wake.

LHRC nao washinikiza

Kituo cha Sheria na Haki za Binadamu (LHRC) jana asubuhi kiliitisha mkutano na waandishi wa habari na kumtaka Rais Kikwete awawajibishe mawaziri wote na watendaji wa Serikali wanaohusika katika tuhuma za  ubadhirifu wa fedha za umma.

Mkurugenzi Mtendaji wa LHRC, Dk Hellen Kijo-Bisimba alisema baada ya uchunguzi wa CAG kubaini kuwepo kwa matumizi mabaya ya fedha za umma, ni wakati wa Rais Kikwete kufanya uamuzi wa haraka ya kuwawajibisha wote waliohusika.

“Kwa sasa tunaona wazi kwamba deni la taifa limeongezeka kutoka Sh10.5 trilioni mwaka 2010/2011 na mpaka kufikia mwaka deni hilo limeongezeka mpaka Sh14.4 trilioni na kwamba bado kuna misamaha ya kodi kiasi cha Sh1.02 trilioni jambo ambalo ni la hatari kwa uchumi wa taifa,” alisema Bisimba na kuongeza:

“Kama fedha hizi zingepata usimamizi mzuri, zingeweza kujenga kilometa 1,000 za barabara bila kuomba misaada kutoka kwa wafadhili. Jambo jingine la kushangaza ni kuwepo kwa mishahara hewa iliyolipwa kwa walimu wa vyuo vikuu 17 ambapo Serikali imepoteza Sh1.9 bilioni ambazo zingeweza kutumika kuwakopesha wanafunzi zaidi ya 1,000.”

“Tunamuomba Rais Kikwete alitilie uzito suala hili kwani kuna mambo mengi yamejitokeza wazi na kuonyesha kwamba mawaziri wake siyo watendaji makini kwani imefikia wakati wao kwa wao wanatofautiana katika uamuzi jambo ambalo sisi kama Watanzania linatushangaza.”

“Tumeshangazwa sana kuona utovu uliokithiri wa nidhamu na kukosekana kwa uwajibikaji unaofanywa na mawaziri  kwani wamekuwa wakitofautiana wao kwa wao jambo ambalo hata viongozi wa juu kama Waziri Mkuu wamelinyamazia bila kuchukua hatua zozote hali ambayo inazidi kutuchanganya.”

Bisimba alizipongeza Kamati za Bunge kwa kile alichoeleza kuwa zimefanya kazi yake vizuri na kusaidia kufichua baadhi ya mambo ambayo yalikuwa yamejificha.

“Tukiwa watetezi wa haki za binadamu tunajiuliza kwamba mawaziri hawa walikuwa wapi kipindi chote hicho mpaka wabunge wasimame ndipo wawajibike?” alisema.

Aliwataka wabunge kutanguliza mbele maslahi ya wananchi waliowaweka madarakani na badala ya kujali maslahi ya vyama vyao au ya mtu binafsi.

Kamati Kuu Chadema

Kwa upande wake, Kamati Kuu ya Chadema nayo ilikutana Mbezi Beach, Dar es Salaam jana ambako pamoja na mambo mengine, ilijadili namna itakavyoendesha maandamano nchi nzima kumshinikiza Rais Kikwete awawajibishe mawaziri hao.

KESI inayomkabili mbunge wa Singida mashariki kwa tiketi ya CHADEMA, Tundu Lissu, iliyofunguliwa mjini Singida kupinga ushindi uliomweka madarakani, itatolewa leo ijumaa (Aprili 27, mwaka huu).
 
Hukumu itatolewa na Jaji Moses Mzuna, anayesikiliza kesi hiyo, iliyofunguliwa na makada wawili wa CCM, Shabani Itambu na Pascal Hallu.
Kesi hiyo imekuwa kivutio sana kwa wananchi wengi wa mkoa Singida na nchini kwa ujumla, kutokana na umaarufu wa mbunge huyo machachari.
Jaji anayesikilia shauri hilo mjini Singida, anatoka mahakama kuu kanda ya Kilimanjaro.
Walalamikaji wa kesi hiyo, iliyofunguliwa mahakama kuu kanda ya Ddoma, wanatetewa na wakili Godfrey Wasonga, kutoka mkoani Dodoma, na Lissu amejisimamia mwenyewe.
Kesi hiyo ilianza kusikilizwa Machi 12, 2012, kufuatia makada wawili wa CCM, kupinga ushindi wa Lissu kwa madai kuwa uchaguzi huo uligubikwa na dosari nyingi.
Katika mahojiano na Lissu, amesema vyovyote mahakama itakavyo hukumu, anajivunia kuimarisha demokrasia na kuwa mbunge wa kwanza kutoka upinzani, kwenye historia ya mikoa ya kanda ya kati.
Amesema, kanda hiyo ilijulikana sana kuwa ngome ya CCM, lakini amefanikiwa kuchaguliwa na wananchi ili awatumikie.
