The Revolutionary Government of Zanzibar and The Government of Finland through its Ministry for Foreign Affairs are implementing the second phase of Sustainable Management of Land and Environment Programme (SMOLE IT) for the years 2010 - 2013. • Ensure timely user notification of maintenance requirements and effects on system availability.

• Investigate, recommend and install enhancements and operating procedures that optimize network availability.

• Maintain confidentiality with regard to the information being processed, stored or accessed by the network.

KEY AREAS/ESSENTIAL FUNCTIONS

QUALIFICATIONS
The successful applicants must have the following qualifications/skills:

Education:

  • University degree preferably in Accounting, Commerce, Business Administration or any related field.
  • Accounting qualifications, preferable in CPA, ACCA, CA. 
  • Familiarity with IFRS and SOX.

Work Experience:
  • At least 3 years of progressively responsible experience in mining accounting.
  • A minimum of one year experience in the mining industry in Tanzania is a must.
  • Exposure to a global multinational is desirable

The mission of GCM is to educate specialists who are able to cope with challenges of natural resource management under global change in an adaptive, proactive and precautionary manner. This will be achieved by developing goal-oriented and science-informed solutions that are ultimately directed towards sustainability. Essentially, students analyse global change in its causes and effects as well as socioeconomic and political framework conditions. The emphasis is on both, mitigation of and adaptation to the current global change impacts on ecosystems and
societies.

A diverse, practical and up-to-date study programme is implemented through close cooperation with renowned institutions of related research and practical background. These institutions are among others the Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ), Germanwatch, the MunichRe, the Naturschutzbund (NABU), the Potsdam Institute for Climate Impact Research (PIK) and the von-Thünen-Institut (vTI). Who can apply for a grant by Abilis?
We support organizations that include persons with disabilities in their leadership. We support organisations of people with mobility, visual, hearing or any other type of disability. We can also support organisations that are run by parents of children with disabilities.

You can apply for a grant from Abilis if the following is true for you:
  • You live in a country which the United Nations and the OECD have defined as qualifying for Official Development Assistance. See list of countries

How can we apply for a grant by Abilis?
ABILIS Foundation judges the applications according to the involvement of persons with disabilities, including their role in developing the project and in committing their own resources to the project (including time). The project must be realistic in its scope and expected results. The application must show how the project will continue to benefit the community once the project’s funding term has been completed.

A minimum of 10 % of the project budget should be a contribution of time, money or other resources from the applicant group.

For every project, two reference persons are required to provide an independent evaluation of the project’s feasibility. The reference persons should have thorough knowledge of the applicant organisation, of the project plan and of the general conditions existing in the project area. However, they should not personally directly benefit from the project. In other words, they should not be members or employees of the applicant organisation. There is a special form to be completed by reference persons.

If you wish to apply for funding, call a meeting of your friends and colleagues. Then think carefully about your current priorities and take time to make a good plan. We encourage you to use the Abilis manual designed to assist you in this process.

How are funding decisions made?
The Abilis board of directors determines which projects will receive support.

Who are we?


The applications are first analysed by the office team who may ask the applicant to provide more information if necessary. Then they are discussed at the next meeting of the board of directors. The board may decide to accept or reject a project for funding, or possibly to request more information. In any case, the applicant is informed of the decision

How are the grants paid?
When a project has been accepted for funding, the foundation enters a formal agreement with the applicant. The applicant organisation commits in writing to spend the grant for the specific purpose stated in the application. Abilis transfers funds to the organisation only after the contractual agreement, with all the necessary signatures and attachments, have been received by our office in Finland. By following the necessary steps and including all the requested documentation, you ensure that the funds are sent to you without delay at every stage of the project.

The currency used to calculate and approve budgets is the euro (the currency of European Union).

The grants are paid to the bank account that belongs to the applicant organisation. If your organisation does not yet have a bank account, then you must first open a bank account in the name of your organisation before Abilis can transfer the funding.

The grants are paid in three instalments. The first instalment is 50 per cent of the total grant, and it is paid at the start of the project. When the first instalment has been spent, the applicant sends Abilis a mid-term report. The mid-term report has two parts: the first part is a narrative report which describes in words what happened during the project. The second part is a financial report with a list of project costs.

Abilis Foundation requires that the applicant organisation contributes towards the project. The value of this contribution must be 10 % of the total grant. Your contribution can be money, but it can also be your own work or materials. This contribution should be included and specified in the project budget.

The second instalment, 40 % of the total grant, will be paid after we approve the mid-term report.

When the project is over, the applicant organisation drafts a final report which consists of a narrative report and a financial report just like the mid-term report.

The last instalment which is 10% of the grant is transferred only once the ABILIS Foundation has approved the projects final report.

It is important to note that Abilis requires that an external and impartial auditor audit all the accounts of the organisation. The costs of the audit can be included in the project budget.

Can we submit another application?
Because Abilis receives far more applications than we can fund at any given time, it is highly unlikely that an organisation will be funded more than once, unless we have invited the application.

Each year Abilis selects a few outstanding organisations, which have fulfilled all aspects of their agreement with Abilis, including fulfilling work plans and meeting deadlines. These organizations are invited to submit a new project after a one year period has passed from the date on which the final report on the first project was accepted.

HALI inaonekana kuwa tete kwenye Jimbo la Maswa Magharibi baada ya mgombea ubunge kwa tiketi ya CCM, Robert Kisena kukamatwa na kuwekwa mahabusu, siku chache baada ya mgombea wa Chadema, John Shibuda kukamatwa kwa tuhuma za kuhusika kwenye vurugu zilizosababisha kifo cha dereva wa CCM.

Shibuda, ambaye ameliongoza jimbo hilo kwa tiketi ya CCM kwa kipindi kirefu kabla ya kuhamia Chadema, alikamatwa wiki iliyopita baada ya wafuasi wa chama hicho kupambana na wenzao wa CCM karibu na eneo ambalo Chadema ilikuwa ikiendesha mkutano wake wa kampeni za ubunge, vurugu zilizosababisha Steven Kwilasa Masanja, 26, ambaye alikuwa akimuendesha Kisena, kupoteza maisha.

Kamanda wa polisi wa mkoa wa Shinyanga, Daudi Siasi alithibitisha kukamatwa kwa mgombea ubunge huyo wa CCM, ambaye vyombo vya habari viliripoti kuwa siku ya vurugu hizo alikwenda kituo cha polisi na kumshambulia kamanda wa polisi wa wilaya na kumbwaga chini, akimtuhumu kuwa alimwachia huru Shibuda.

Kukamatwa kwa Kisena kumekuja siku moja tangu Mkurugenzi wa Upelelezi wa Makosa ya Jinai (DCI), Robert Manumba 'kuweka kambi' wilayani Maswa mkoani Shiyanga kwa ajili ya uchunguzi wa tukio hilo la kwanza la aina yake kwenye uchaguzi wa mwaka huu.

Wakati Manumba akiwa wilayani Maswa kuratibu uchunguzi wa mauaji hayo, katibu mkuu wa CCM, Yusuph Makamba tayari ameshakaririwa na vyombo vya habari akidai kuwa chama chake kina ushahidi wa kimazingira kuwa mgombea huyo wa Chadema alihusika na mauaji hayo ya dereva wa mgombea wa CCM.

Habari za kipolisi zinasema kuwa Kisena alitiwa nguvuni na polisi jana akihusishwa pia kwenye tukio hilo, lakini taarifa zaidi zinadai kuwa mgombea huyo wa CCM alikamatwa pia kwa tuhuma za kumshambulia kwa mateke kamanda wa polisi wa Wilaya ya Maswa (OCD), Peter Ndunguru.

"Mgombea huyo (Kisena) ametiwa nguvuni kutokana na mzozo wake na OCD wa Maswa juzi kituoni hapo na kumpiga OCD," alisema Kamanda Siasi, ambaye mwishoni mwa wiki alikaririwa akisema kuwa suala la shambulizi hilo ni la OCD Ndunguru na si Jeshi la Polisi na kufafanua kuwa ofisa wake ndiye aliyetakiwa kuamua au kutoamua kumshtaki mgombea huyo kwa tuhuma hizo za kufanya jinai.

Akizungumza kwa njia ya simu siku ya tukio, OCD Ndunguru alisema mgombea huyo wa CCM aliyeambatana na viongozi wa chama hicho walifikika polisi na kuuliza mahali alipo Shibuda, lakini kabla ya kujibiwa Kisena alimrukia OCD na kuanza kumshambulia kwa mateke kiasi cha kumuangusha chini.

“Alinirukia na kunipiga,” alieleza OCD, lakini 'bosi' wake, ambaye ni Kamanda Siasi, akasema kuwa “Suala la Kisena na OCD ni jambo la kawaida kiutendaji na wala siwezi kulizungumzia... kwa sasa hapa ninashughulika na suala zito la mauaji".

Taarifa zaidi zinasema tayari Jeshi la Polisi limeunda tume ya watu wanne kuchunguza vurugu hizo baina ya wafuasi wa Chadema na CCM ikiongozwa na DCI  Manumba ambaye yupo Maswa kuchunguza chanzo cha vurugu hizo zilizosababisha Shibuda kuwekwa rumande hadi leo.

Taarifa zinasema katika timu hiyo ya uchunguzi, Manumba ameongozana na mmoja wa maafisa waaandamizi wa upelelezi makao makuu ya polisi Dar es Salaam na watashirikiana na mkuu wa upelelezi wa mkoa wa Shinyanga, Selemani Nyakipande, pamoja na maafisa Idara ya Usalama wa Taifa ambao hata hivyo hawajatajwa.

Akizungumza na gazeti hili kwa njia ya simu juzi, Manumba alisema kuwa amefika kwa ajili ya kusaidia safu ya uchunguzi ili kuhakikisha haki inatendeka na ukweli unabainika.

“Ndiyo niko Maswa, lakini ndiyo tumeanza uchunguzi... naomba nipewe nafasi ya kufanya kazi; tukikamilisha uchunguzi wetu juu ya jambo hili tutawafahamisheni,” alieleza Manumba.

Jana Manumba alisema ni mapema mno kuzungumzia tume hiyo na akakiri kuwa yeye ni mmoja wa wajumbe akiongeza kuwa Shibuda na wenzake bado wanashikiliwa na polisi.

"Sijaunda tume kwa kuwa hata mimi mwenyewe ni mmoja wa watu walio kwenye tume hiyo ndiyo maana nikaja hapa, lakini siwezi kuzungumzia kwa sasa hadi tutakapomaliza kazi; lakini Shibuda bado yupo ndani," alisema Manumba.

Shibuda pamoja na watuhumiwa wengine 12 alikamatwa Oktoba 21 majira ya saa 10:00 jioni wakituhumiwa kuhusika na tukio la mauaji ya dereva wa gari la mgombea ubunge wa CCM, Robert Simon Kisena katika Kijiji cha Kizungu.

Taarifa zaidi zinasema kuwa marehemu Kwilasa aliyezaliwa mwaka 1984, amezikwa jana kijijini kwao Badabada, Kata ya Nyalikungu na mazishi yake yalihudhuriwa na mkuu wa mkoa Shinyanga, Dk Yohana Balele, mwenyekiti wa CCM mkoa huo, John Mgeja na katibu wake, mgombea ubunge, Teddy Kasela Bantu na Ridhwani Kikwete.

Hata hivyo, taarifa zilizolifikia gazeti hili wakati tukienda mitamboni zinaeleza kuwa Kisena alionekana kwenye mazishi hayo ya aliyekuwa dereva wake huku polisi wakidai kumuachia huru kwa dhamana baada ya kuhojiwa.

"Ameachiwa kwa dhamana. Tulimkamata; tukamhoji... dhamana ilikuwa wazi na ametimiza masharti," alisema mkuu wa upelelezi mkoa huo (RCO), Seleman Nyakipande.

Hata hivyo, Mwananchi ilipotaka kujua sababu za mgombea huyo wa CCM kuachiwa huru mapema tofauti na Shibuda anayeendelea kushikiliwa, Nyakipande alisema "Kisena hawezi kuhusishwa na vurugu zilizotokea kwa sababu alikuwa mbali na tukio."

Mwananchi ilipohoji kuwa mbona taarifa zinaonyesha kuwa hata Shibuda alikuwa mbali na tukio, RCO huyo alisema: "Tulimkamata Shibuda kwa ajili ya uchunguzi na tutamwachia hivi karibuni."

Akiwa wilayani Maswa juzi, Makamba alisema: “Kwanza kabla ya yote Chadema walishatangaza kuwa ni lazima watamwaga damu na katika tukio hili kuna ushahidi wa kimazingira kuwa Shibuda anahusika na mauaji hayo... pia kuna ushahidi wa kimazingira kuwa wafuasi wa Chadema wanahusika na mauaji hayo.”

Vurugu hizo zilitokea Oktoba 21 majira ya saa 10:00 alasiri kwenye eneo lililo mbali na uwanja ambao Shibuda alikuwa akihutubia kijijini Kizungu. Wafuasi wa Chadema waliokuwa wakitangaza kuwepo kwa mkutano huo wa Shibuda kwa kutumia gari la matangazo, walikutana na gari la wafuasi wa CCM wakati wakielekea kwenye mkutano wao na ndipo vurugu kubwa zilipozuka na hatimaye kusababisha kifo.

Kamanda Siasi aliwaambia waandishi kuwa wafuasi wa CCM walipofika eneo hilo waliteremka kwa ajili ya kukojoa na baadaye gari la Chadema lilisimama na wafuasi hao wakaanza kushambuliana.

Kamanda Siasi alisema kuwa mbali na kuuawa kwa dereva huyo, wafuasi wengine wanne wa CCM waliokuwa kwenye gari hilo aina ya Toyota Hilux Surf, walijeruhiwa katika mapambano hayo na kuwataja kuwa ni Msaada Mangulu mwenye umri wa miaka 33, Sita Mashara, 32, Alexernder Edward, 43, pamoja na William Simon, 32, ambaye ni mdogo wa mgombea huyo wa CCM na kwamba hali zao zinaendelea vizuri baada ya kupatiwa matibabu na kuruhusiwa kutoka Hospitali ya Wilaya ya Maswa.

Kutokana na vurugu hizo, Shibuda ambaye alikuwa akiendelea na mkutano wake, alifuatwa na maofisa wa polisi na kuwekwa chini ya ulinzi na hadi jana alikuwa akiendelea kushikiliwa kwa mahojiano.

Akizungumzia tukio hilo, Shibuda alisema alidai kuwa kushikiliwa kwake kunatokana na maagizo ya CCM kwa vile wanataka kutumia njia hiyo kummaliza kisiasa licha ya kuwa wanatambua kuwa wakati tukio hilo alikuwa jukwaa akiendelea na kampeni.

Alisema kushikiliwa kwake kunaonyesha ni jinsi gani ambavyo jeshi hilo linatumiwa na CCM kumkandamiza kwa kuwa eneo alilokuwa akihutubia yeye lilikuwa mbali na eneo la tukio, lakini amepata taarifa kutoka kwa baadhi ya maofisa wa polisi kuwa wamepewa maelekezo na vigogo wa juu wa CCM kuwa asiachiwe. Objectives:

The main objectives are to make sure all users of ICT systems of the bank are readily supported and the bank ICT services are highly available for both internal users / customers of the bank.

This position is responsible for assisting users with technical and operational issues through system support and administration by sourcing appropriate solutions or liaising with specialized ICT sections and personnel to fix relevant problems. Duties:

1. To run and manage help desk.

2. Provide first line support to end users of alilCT systems in the bank either over the phone Internet or in person, and solve their computing problems in a timely manner.

3. Make sure all requests are entered correctly into Helpdesk system and there is appropriate escalation and follow-up of system's malfunction to the relevant section and personal within ICT for 2nd & 3rd line support as necessary.

4. To monitor ICT systems & equipments for errors or stoppages and take remedial action.

5. Make sure users are continually kept informed of the noted ICT services failures and progress in their reported issues.

6. Undertake back-up and recovery activities.

7. Perform routine maintenance and cleaning of equipment

8. Document and review processes and procedures.

9. To promote office automation.

10. To backup and load all databases and transaction logs

11. To participate in alternating way in nightly processing of the core banking system, Equinox.

12. Any other jab as may be assigned to you from time to time.

Qualifications:

1. At minimum, a first degree or Advanced Diploma within Computer Science. Information Technology, Telecommunication or a related field of study.

(ix) Checking daily postings in branch books of accounts and customers accounts and balancing of the days work pertinent to his/her department/ROU.

(x) Scrutinize and verify customer pass-books, signatures, deposit and withdrawal forms for genuiness and correctness before authorizing and posting new transactions .

(xi) Any other duties that may be assigned to him/her by his/her supervisors.

Qualifications:
